In the Horn of Africa, the prolonged stay of thousands of refugees, most of whom have lived in exile since the late 1970's, is creating negative repercussions both for refugees and for the countries of asylum. This situation has led to cases of forced repatriation and has made it increasingly difficult for new asylum seekers to gain recognition of their refugee status. In addition, the famine which struck again in late 1987 and early 1988 has given rise to a new wave of famine victims, which has complicated the already difficult situation for refugees in the Horn. This report seeks to promote a better understanding of the complex situation in the Horn of Africa by presenting the historical context for many of the problems in the region today. The author details the specific circumstances that led to each refugee group to seek asylum in neighbouring countries and discusses the problems facing both refugees and governments in the countries of asylum.
