Excerpt from The Cotton Control Board IN the autumn of 19144 when the scientific study of the effects of war upon modern life passed suddenly from theory to history, the Division of Economics and History of the Carnegie Endow ment for International Peace proposed to adjust the programme of its researches to the new and altered problems which the War presented. The existing programme, which had been prepared as the result of a conference of economists held at Berne in 1911, and which dealt with the facts then at hand, had just begun to show the quality of its contributions; but for many reasons it could no longer be followed out. A plan was therefore drawn up at the request of the Director of the Division, in which it was proposed by means of an historical survey, to attempt to measure the economic cost of the War and the displacement which it was causing in the processes of civilization. Such an Economic and Social History of the World War it was felt, if undertaken by men of judicial temper and adequate training, might ultimately, by reason of its scientific obligations to truth, furnish data for the forming of sound public opinion, and thus contribute fundamentally toward the aims of an institution dedicated to the cause of international peace. Excerpt from The Cotton Situation: June 1941 The farm price of cotton increased from lo.h5 cents on April 15 to cents a, month later. The May 15 figure was 91 points below Middlin l5/l6-inch cotton in the 10 markets, which averaged on that date. The farm price of cotton has risen by an amount equivalent to the rise in the lo-market price since May 15, the farm price on June 25 would be appr mately 83 percent of the May paritv farm price of cents. Of course number of factors would cause conditions to be somewhat different: In th middle of May the difference between the farm price and the lo-market pr was considerably wider them.is usual. Consequently, had there been a narrowing of this price difference to more normal preportions, the farm would represent a higher percentage of parity. Similarly, each 1 point change in the index of the prices paid, including interest and taxes, oh the parity price of cotton by nearly one-eighth cent and thereby alters percentage that a given farm price is of parity. One of the likely effects of higher domestic cotton prices is the increasing of the price disparity between American and foreign growths in accessible world markets. This will perhaps tend to cause some further shifting from American to foreign growths. This shift, however, is likely to be less than would have occurred in more normal times, due largely to t generally low level of cotton consumption in foreign countries as a.result of the war. The war has cut off many countries from their sources of raw cotton. Ther countries have been partially cut off from their export out lets for textiles. The war has also increased the demands on shipping spa labor and power resources and foreign exchange to such an extent that cott consumption has been curtailed in some countries. Thus, even if there had been no price disparity between.american and foreign growths, our exports and the consumption of American cotton would have perhaps been materially restricted. Despite this, however, the price disparity has been an im portant reason why the foreign consumption of American cotton has declined more than the consumption of foreign cotton. This unevenness of the distribution of the supply of cotton, moreover, was of special importance to the cotton trade in the United States, because the very fact that this is the greatest cotton-producing country in the world brought it about that the under - supply in foreign countries had as its correlative a continuous over - supply here. It may be said. Then, that the American trade, from the very beginning Of 1918, has been subjected to very strong opposite demand and supply and price-determining forces, whose clash has produced violent upward and downward movements of the markets and has made irregularity and incalculability the rule rather than the exception in the transac tion of the business.
