This paper presents a novel social choice theory based multi-criteria decision method under neutrosophic environment. Our hybrid method consists of classical methods and an aggregation operator used in social choice theory. In addition to this, we also use distributed indeterminacy form function in our method to provide a more sensitive indeterminacy approach towards accuracy functions. We also consider reciprocal property for all individuals. This provides, as in intuitionistic fuzzy decision making theory, a consistent decision making for each individual. The solution approach presented in this paper in group decision making is treated under neutrosophic individual preference relations. These new approaches seem to be more consistent with natural human behaviour, hence should be more acceptable and implementable. Moreover, the use of a similar approach to develop some deeper soft degrees of consensus is outlined. Finally, we give a Python implementation of our work in the Appendix section.

Neutrosophic sets (NSs) are used to illustrate uncertain, inconsistent, and indeterminate information existing in real-world problems. Double-valued neutrosophic sets (DVNSs) are an alternate form of NSs, in which the indeterminacy has two distinct parts: indeterminacy leaning toward truth membership, and indeterminacy leaning toward falsity membership. The aim of this article is to propose novel Dice measures and generalized Dice measures for DVNSs, and to specify Dice measures and asymmetric measures (projection measures) as special cases of generalized Dice measures via specific parameter values. Finally, the proposed generalized Dice measures and generalized weighted Dice measures were applied to pattern recognition and medical diagnosis to show their effectiveness.

Neutrosophic set, initiated by Smarandache, is a novel tool to deal with vagueness considering the truth-membership T , indeterminacy-membership I and falsity-membership F satisfying the condition 0 ≤ T + I + F ≤ 3. It can be used to characterize the uncertain information more sufficiently and accurately than intuitionistic fuzzy set. Neutrosophic set has attracted great attention of many scholars that have been extended to new types and these extensions have been used in many areas such as aggregation operators, decision making, image processing, information measures, graph and algebraic structures. Because of such a growth, we present an overview on neutrosophic set with the aim of offering a clear perspective on the different concepts, tools and trends related to their extensions. Aggregation function is an important component in an information aggregation or information fusion system. Interrelationships usually exist between the input arguments (e.g., the criteria in the multicriteria decision making) of an aggregation function. In this paper, we make a comprehensive survey on the aggregation operators (AOs) that consider the argument interrelationships in crisp and fuzzy settings. In particular, we discuss the mechanisms of modeling the argument interrelationships of the Choquet integral (CI), the power average (PA), the Bonferroni mean (BM), the Heronian mean (HM), and the Maclaurin symmetric mean (MSM) operators, and introduce their extended (e.g., generalized or weighted) forms and their applications in different fuzzy sets. In addition, we compare these ve types of operators and summarize their advantages and disadvantages. Furthermore, we discuss the applications of these operators. Finally, we identify some future research directions in the AOs considering the argument interrelationships. The reviewed papers are mainly about the development of the CI, the PA, the BM, the HM, and the MSM in (fuzzy) MCDMs, most of which fall in the period of 20092018.
