Professor Rugman’s and Dr Anderson’s work presents evidence that the United States already has a system of administered protection in place in the form of escape clauses, countervailing duty and anti-dumping procedures. The book argues that the application of these procedures by a largely decentralised administration has reduced United States state policy to a state of near anarchy. Rugman and Anderson argue that this is counterproductive for the United States and extremely harmful for America’s trading partners in Europe, Canada and the Far East. The United States – Mexico – Canada Agreement (USMCA) was signed on November 30, 2018 and aims to replace and modernize the North-American Free Trade Agreement (NAFTA). This paper uses a global, multisector, computable-general-equilibrium model to provide an analytical assessment of five key provisions in the new agreement, including tighter rules of origin in the automotive, textiles and apparel sectors, more liberalized agricultural trade, and other trade facilitation measures. The results show that together these provisions would adversely affect trade in the automotive, textiles and apparel sectors, while generating modest aggregate gains in terms of welfare, mostly driven by improved goods market access, with a negligible effect on real GDP. The welfare benefits from USMCA would be greatly enhanced with the elimination of U.S. tariffs on steel and aluminum imports from Canada and Mexico and the elimination of the Canadian and Mexican import surtaxes imposed after the U.S. tariffs were put in place.

The service sector is steadily growing as services that previously were undertaken within the family unit, now show up in social accounts as health care, education and public sector services. Technological changes make possible a process of intermediation in service activities, a separation in space or time of the recipient of services from the original producer, and the increase of v̀alue-added' services. This conference met to discuss implications of the growing service sector, with the larger goal of identifying frameworks for policies to support an efficient and expanding system for production and exchange of services domestically and internationally.
