Elinizdeki kitap Osmanlı’dan Cumhuriyet’e taşra yönetim sistemini inşa eden reformların ardındaki aktörleri, öncelikle sosyoekonomik nedenler olmak üzere tüm belirleyici faktörleri, temel örgütlenme ilkelerini ve meşruiyet araçlarını anlamak maksadıyla yazılmıştır. Bu nedenle yerelde yönetime katılan sivil ve yarı resmi statü grupları, özellikle para ekonomisine geçiş sürecini tetikleyen yüksek tağşiş (1584/85) sonrası erken modern dönemde ortaya çıkan yeni toplumsal ilişki ağları, reayanın artan vergi yükü, eşkıyalık, ekolojik gelişmeler, malikane sistemi, merkezi hukukun örf hukukunu domine etmesi, yerleşik monarşiye geçiş, kapı halkları ve kalemiyenin taşra yönetiminde yükselişi ve yerel ekonomik kaynakların bölüşümünde yaşanan rekabet-iş birliği taşra yönetim düzenlemelerine etkisi bakımından incelenmiştir. Ulaşılan tespitler mutlaka rakamsal verilerle desteklenmiştir. 18. yüzyıl taşra yönetim sisteminin yeni meşruiyet araçları üzerinden taşrayı merkeze bağlaması, ayanlığın güçlenmesiyle taşrada yerel meclislerin –oligarşik- yönetim merkezi haline gelmesi, müzakere ve uzlaşı kültürünün gelişmesi, transfer edilen politikalar bakımından reformların Batılı köklerinin mahiyeti, taşrada güç ve sermayenin birbirinden ayrılma/ma/sı, vergi direnişleri ve ayrılıkçı hareketlere karşı alınan tedbirlerin “modern” taşra yönetim reformlarına yansıması araştırılmıştır. Vergi gelirini artırma ve yerel ekonomik kaynaklardan pay alma mücadelesinin, Osmanlı son döneminde ve erken Cumhuriyet dönemlerinde gerçekleşecek taşra yönetim reformlarını nasıl biçimlendirdiği sorusuna yanıt aranmıştır. Araştırmada ‘klasik’ kaynaklar yanında esasen nasihatname, sefaretname, layiha, hatırat, günlük, dönem makale ve eserleri ile sosyoekonomik gelişmeleri merkeze koyan çalışmalar gibi toplumun ve bireylerin gözünden anlatılar tercih edilmiştir.
