Project Coast was the codename for a covert programme, established by the South African apartheid government in 1981, to develop a range of chemical and biological agents intended for use against opponents of the regime within and outside the state. This book examines the history of the project, its operation outside ordinary political, military and financial controls, through to its eventual demise in 1995. It draws on information made public at the Truth and Reconciliation Commission hearings, as well as evidence presented at the criminal trial of Dr Wouter Basson, the project's director.

This is a tale of military machination and scientific subterfuge, of combatants who disappeared without trace, and bizarre experiments carried out behind locked doors. In waging 'total war' during the 1970s and 1980s, South African securocrats demanded a 'total strategy', including secret and unconventional means to fight the perceived 'total onslaught' against the apartheid regime. Against that background, a group of scientists under military guidance crossed the threshold of an arcane realm, familiar to ordinary citizens only through the imaginations of fiction writers - a world marked by cove.

This unique book analyzes the origins and development of the South African chemical and biological warfare (CBW) program, as well as its rollback. It concludes with a profile of South Africa as a state that produced weapons of mass destruction and with a list of outstanding questions. More than 20 policy lessons, based on the South African case, are presented, which should be considered in future CBW non-proliferation studies. From the 1960s until the 1990s, apartheid South Africa was an isolated state that felt threatened by growing domestic unrest, as well as by a more powerful state actor, the Soviet Union, which was helping hostile regimes and liberation movements in southern Africa. One response of the apartheid regime to changing threat perceptions outside and inside of South Africa was to develop a new and more sophisticated CBW program, code-named "Project Coast," and to accelerate a nuclear weapons program. The CBW decision-making process was secretive and controlled by the military and enabled a very sophisticated program to be developed with little outside scrutiny. Military and police units used chemical and biological agents for counter-insurgency warfare, assassination, and execution of war prisoners. As the regime felt increasingly threatened by opposition at home, top political leaders approved plans for research and development of exotic means to neutralize opponents, large-scale offensive uses of the program, and weaponization. However, the plans were not operationalized. The end of the external threat led to a decision to unilaterally dismantle the program, prior to a shift to majority rule. Lack of civilian control over military programs made the rollback difficult, rife with corruption, and left proliferation concerns in place. Ultimately, the United States, Great Britain, and other countries pressured the South African government to ensure that the CBW program was dismantled and the former project manager, Dr. Wouter Basson, constrained. However, Basson secretly retained copies of Project Coast documents, which helped to perpetuate proliferation concerns. Project Coast was not the first CBW program that the South African government had developed. From 1914-1918 and 1939-1945, South African troops fought in the two World Wars and faced the threat of CBW. Although the 1925 Geneva Convention banned the use of chemical and biological weapons in warfare, Japan and possibly the Soviet Union employed such weapons in WWII. As early as the 1930s, widespread evidence emerged of the efficacy of biological warfare (BW) based on scientific work conducted in the US, United Kingdom, and the Soviet Union. The South African scientific and military communities kept pace with the various developments in CBW.

Bioterrorism And Biological Warfare written by Paul Chrystal and has been published by Pen and Sword Military this book supported file pdf, txt, epub, kindle and other format this book has been release on 2023-09-30 with History categories.

This important, disturbing and timely book focuses on on the use of disease and germs as a weapon of mass destruction (WMD) and the threat bioterrorism poses in an increasingly unpredictable and volatile future for the world. For context it traces developments from the earliest primitive but effective days of infectious rams, poison-tipped arrows and plague-infected corpses used as toxic, disease-spreading projectiles, to the twenty-first-century industrial scale weaponization of biomedicine. Paul Chrystal shows how biological weapons and acts of bioterrorism are especially effective at instilling terror, panic, death, famine and economic ruin on a large scale, shredding public confidence in governments and civilization itself. For the disaffected, lethal biological agents are comparatively easy to manufacture and obtain, and they have the benefit of being almost invisible and easy and quick to administer in lethal quantities through a variety of discreet delivery systems. Just what the terrorist wants. We explore the sinister connection between the industrial-scale proliferation of biological weaponry by state actors and the greater opportunities these growing bio-arsenals give to the increasingly scientific-minded and determined terrorist to manufacture his or her weapon of choice, taking advantage also of the state of the art sophisticated delivery systems. The epilogue analyzes the concerted but groundless 2022-2023 disinformation campaign conducted by Russia, with support from China, relating to the claim that public health facilities in Ukraine are 'secret U.S.-funded biolabs', purportedly developing biological weapons.

This volume features a selection of the best scholarship on international law as it is relevant to the proliferation of weapons of mass destruction. The essays consider the nonproliferation legal regime as a normative system and offer a more discrete consideration of international law in each weapons of mass destruction technology area. The role, authority and track record of the UN Security Council in this area are also evaluated.

Nuclear, biological and chemical weapons are designed to cause destruction on a vastly greater scale than any conventional weapons, with the potential to kill thousands in a single attack and with effects that may persist in the environment and in our bodies indefinitely. This report by the independent Weapons of Mass Destruction Commission, chaired by Dr Hans Blix, sets out 60 recommendations on how the world community, national governments and civil society should address this global challenge under the following headings: preventing the proliferation of nuclear weapons; preventing nuclear terrorism; reducing the threat and numbers of existing nuclear weapons; moving from regulating nuclear weapons to outlawing them; biological and toxin weapons; chemical weapons; weapons of mass destruction (WMD) delivery means, missile defences and weapons in space; export controls, international assistance and non-governmental actors; compliance, verification, enforcement and the role of the United Nations.
