Foreign Aid in South Asia examines the individual South Asian country experience in dealing with foreign aid. The articles in this book show that the effectiveness of foreign aid as a developmental tool over the last few decades has been mixed, and that the Paris Declaration of 2005 has brought about some improvement in aid ownership, harmonization, mainstreaming, utilization, etc. The book examines how emerging as well as less developed South Asian economies are adapting to these developments in the context of security issues, post-conflict rehabilitation/reconstruction, and so on.

This collection of essays explores the opportunities and risks of the liberalization of trade in services in South Asia. It offers an overview of the entire region on market access and regulatory issues as defined by the GATS framework of the WTO and exposes areas for regional and bilateral liberalization. It provides policymakers and other stakeholders in the region with better comprehension of the problems pertaining to these, and consequently, shows them a clearer vision of how to overcome them. The compilation provides insight into the offensive and defensive interests in trade in services of the whole region. The essays survey the formidable challenges that South Asia faces—cost implications, “policy space” restrictions, stakeholder managing—while trying to comply with the GATS regulations on the one hand, and the often inadequate legal provisions and regulatory structures of the individual countries, on the other. It will hold great value for students, researchers, and faculty working in the fields of Economics and Development Studies and South Asia Studies, besides being a useful resource for policy makers.

This volume examines the dichotomy between the two faces of South Asia—one poverty stricken and lagging in development, the other highly urbanized and growing rapidly—and tries to find a workable solution to bridge this gap. It looks at the many policy and institutional constraints that contribute to this dichotomy, especially regional conflict that has made South Asia one of the least integrated regions of the world.

Through a nuanced look at the role of remittances in bringing about development, the book takes cognizance of the fact that remittances alone are unlikely to lift people out of poverty; rather, it is their interplay with other economic, social and cultural factors which determine the scale and type of impact remittances can have on poverty reduction. The book also examines how migration should be brought into the mainstream of development planning where development must be understood as a dynamic process implying growth, advancement, empowerment and progress, with the goal of enlarging the scope of human choices and creating an environment where citizens can live with dignity and equality.

With its higher economic growth in recent years South Asia is becoming an increasingly important region in the global economy. This volume provides a very useful introduction to the economics of the region and will be of considerable interest to both students and researchers. John Weiss, University of Bradford, UK The editors and contributors are to be congratulated for this comprehensive and original survey of the enormously important and diverse South Asian economies. Hal Hill, Australian National University The Handbook on the South Asian Economies edited by Wahiduddin Mahmud and Anis Chowdhry is a collection of essays on political economy of development of all seven South Asian countries. It is also one of only a few books available in the market covering all economies of South Asia. Hence, it fills a gap in the literature on South Asian Development. One very important aspect of the book is a clear recognition by the editors that South Asia s development will have to be studied and analysed within the context of its socio-political institutions and hence not by relying solely on its economic policy regimes. I recommend this book to scholars of all disciplines. Kartik Roy, University of Queensland, Australia This Handbook on the South Asian Economies (a companion to the Handbook on the Northeast and Southeast Asian Economies) is a comprehensive and unique collection of original studies on the economic and social development of countries in South Asia. The analytical narratives draw upon a wide range of extant literature in an easily accessible way, whilst highlighting the impact of socio-political factors on economic outcomes. The introductory chapter by the editors provides a comprehensive survey of the main features of South Asian economic development, especially in respect of the policy reforms since the late 1970s. The Handbook seeks to understand the varying degrees of achievements in economic transformation and social development in various parts of South Asia, and ponders whether these experiences indicate alternative pathways of socio-economic progress or provide a unique framework for a South Asian development model. The experiences of economic reforms across the South Asian countries, with their distinctive socio-economic settings and public cultures, may thus provide fresh perspectives on the emerging development paradigms. The Handbook is indeed based on the premise that development economics and South Asia have a lot to learn from each other. As with the Handbook on the Northeast and Southeast Asian Economies, this latest Handbook will be an invaluable reference work for many years to come for researchers, academics and students of Asian studies and economics. Policymakers interested in learning more about the background and future opportunities and challenges posed by these economies will also find much to engage them.

The end of the MFA was followed by rising apparel exports, falling prices, and a reallocation of production and employment between countries. There were also significant changes within countries. The first main finding of this report is that export and employment patterns after the MFA/ATC did not necessarily match predictions. While many predicted that production would shift to low-wage countries, this book shows that only 13 percent of variation in export changes post-MFA can be explained by the differences in wage levels. Second, changes in exports are usually, but not always, good indicators of what happens to wages and employment within countries. This is especially important for policy because it shows that simply using exports as a metric of 'success' in terms of helping the poor is not sufficient. Third, the Book identifies the specific ways that changes in the global apparel market affected earnings. The Book shows that wage premiums change in predictable ways: rising (in most cases) in countries that were proactive in adapting to the MFA phase-out and expanded their market shares, and falling in countries that failed to respond in a timely fashion to the changing environment. The Book shows that promoting 'upgrading' (defined as shifting to higher-value goods, shifting up the value chain, or 'modernizing' production techniques) seems to be necessary for sustainable competitiveness in the apparel sector but does not necessarily help the poor. Policies that support upgrading need to be complemented with targeted workforce development to make sure that the most vulnerable workers are not left behind. Having a vision for the evolution of the apparel sector that incorporates developing worker skills seems crucial. Otherwise, less-skilled workers could miss out on opportunities to gain valuable work experience in manufacturing.

In less than three decades, China has grown from playing a negligible role in international trade to being one of the world's largest exporters, a substantial importer of raw materials, intermediate outputs, and other goods, and both a recipient and source of foreign investment. Not surprisingly, China's economic dynamism has generated considerable attention and concern in the United States and beyond. While some analysts have warned of the potential pitfalls of China's rise—the loss of jobs, for example—others have highlighted the benefits of new market and investment opportunities for US firms. Bringing together an expert group of contributors, China's Growing Role in World Trade undertakes an empirical investigation of the effects of China's new status. The essays collected here provide detailed analyses of the microstructure of trade, the macroeconomic implications, sector-level issues, and foreign direct investment. This volume's careful examination of micro data in light of established economic theories clarifies a number of misconceptions, disproves some conventional wisdom, and documents data patterns that enhance our understanding of China's trade and what it may mean to the rest of the world.
