This edited volume examines global power-rivalry in and around South Asia through Bangladeshi lenses using imperfect and overlapping interest concentric-circles as a template. Dynamics from three transitions —the United States exiting the Cold War, China emerging as a global-level power, and India’s eastern interests squaring off with China’s Belt Road Initiative, BRI—help place China, India, and the United States (in alphabetical order) in Bangladesh’s “inner-most” circle, China, India, and the United States in a “mid-stream” circle, and the United States and Latin America, among other countries, in the “outer-most” circle, depending on the issue. In an atmosphere of short-term gains over-riding long-term considerations, the desperate, widespread search for infrastructural funding inside South Asia enhances China’s value, raises local heat, releases new challenges, with costly default consequences looming, issue-specific analysis overtaking formal bilateral relations and a stubborn uncertainty riddling the Bangladeshi air as its policy preferences stubbornly show more certainty.

Southeast Asia has become a hotbed of strategic rivalry between China and the United States. China is asserting its influence in the region through economic statecraft and far-reaching efforts to secure its sovereignty claims in the South China Sea, while the United States has promoted a Free and Open Indo-Pacific strategy that explicitly challenges China's expanding influence--warning other countries that Beijing is practicing predatory economics and advancing governance concepts associated with rising authoritarianism in the region. In this timely volume, leading experts from Southeast Asia, Australia, and the United States assess these great power dynamics by examining the strategic landscape, domestic governance trends, and economic challenges in Southeast Asia, with the latter focusing especially on infrastructure. Among other findings, the authors express concern that U.S. policy has become too concentrated on defense and security, to the detriment of diplomacy and development, allowing China to fill the soft power vacuum and capture the narrative through its signature Belt and Road Initiative. The COVID-19 pandemic has only increased the policy challenges for Washington as China recovers faster from the outbreak, reinforcing its already advantaged economic position and advancing its strategic goals as a result. As the Biden administration begins to formulate its strategy for the region, it would do well to consider these findings and the related policy recommendations that appear in this volume. Much is at stake for U.S. foreign policy and American interests. Southeast Asia includes two U.S. allies in Thailand and the Philippines, important security partners like Singapore, and key emerging partners such as Vietnam and Indonesia. Almost 42,000 U.S. companies export to the 10 countries that comprise the Association of Southeast Asian Nations (ASEAN), supporting about 600,000 jobs in the United States, but America's economic standing is increasingly at risk.

Although China has been an important external actor in South Asia since the middle of the last century, it is only in the 21st century that China became a decisive influence on the region's evolution. The emergence of China as the world's second largest economy had naturally made it the largest trading partner for most of the South Asian countries. China's rapid military modernisation, facilitated by its expansive economic growth, had a major impact on the region's security politics. China's political and diplomatic weight is now visible sharply not only in the economic, foreign and security policies of the South Asian nations but also in their domestic politics.Meanwhile, India has emerged, albeit at a slower pace than China, as a major power over the last two decades. Like Beijing, New Delhi's geopolitical aspirations too have steadily risen during that period. This has set the stage for growing strategic friction between the India and China. The friction has enveloped many regional and global domains, but its greatest expression has been in the shared South Asian neighbourhood. India is determined to sustain its traditional primacy in the region and China is determined to consolidate its growing influence in South Asia. The sharpening friction has also begun to intersect with the growing great power tensions, especially between the United States and China. Many elements of these new dynamic have drawn academic engagement, in particular from the major power perspectives. However, the voices of the smaller South Asian nations have not been sufficiently heard or analysed. This volume seeks to address that major gap in the current discourse on the Indian subcontinent and its changing role in great power politics.This volume brings multiple regional voices to assess how the various South Asian nations are dealing with the growing rivalry between India and China. Many of the chapters in this volume were initially published as shorter essays by the Institute of South Asian Studies in its South Asia Discussion Papers series in 2020. Those essays have been updated and expanded in this volume. Additional contributions have also been commissioned to enrich the special perspectives that this volume presents.

This book discusses the perceptions India has about its South Asian neighbours, and how these neighbours, in turn, perceive India. While analyzing these perceptions, contributors, who are eminent researchers in international relations, have linked the past with present. They have also examined the reasons for positive or negative opinions about the other, and actors involved in constructing such opinions. In 1947, after its independence, India became part of a disturbed South Asia, with countries embroiled in problems like boundary disputes, identity related violence etc. India itself inherited some of those problems, and continues to walk the tight rope managing some of them. Traditionally, seventy years of India’s South Asia policy can roughly be categorized into three overlapping phases. The first one, Nehruvian phase, which viewed the region through a prism of an internationalist; the second one, ‘interventionist’ phase, tried to shape neighbours’ policies to suit India’s interests; and the third, accommodative phase, when policy makers attempted to accommodate the demands of the neighbours in India’s policy discourses. These are not ossified categories so one can find that policy adopted during one phase was also used in the other. Keeping the above in mind, the book discusses India’s role in managing and navigating through challenges of the presence of external, regional and international, powers; power rivalries in South Asia; India’s maritime policy and her relationship with extended neighbours; and India being visualized as a soft power by South Asian countries. It will certainly appeal to the academicians, students, journalists, policy makers and all those who are interested in South Asian politics.

This volume analyses New Delhi’s reaction to China’s Belt and Road Initiative (BRI) and the rise of politics of connectivity and infrastructure building which has heightened Sino-Indian rivalry in South Asia and the Indian Ocean Region (IOR). It can be evidenced that the BRI has transformed the Sino-Indian dynamics from a ‘managed rivalry’ to an intense geo-political competition. It is contended that competition is inevitable when two powers rise in the same neighbourhood. The Indian government has opposed the BRI since its inception noting that the ‘BRI violates India’s sovereignty and territorial integrity’ because one of the flagship BRI projects - the China-Pakistan Economic Corridor (CPEC) - runs through (Pakistan-controlled) Kashmir which India claims to be its own territory. It has consistently maintained that China’s ‘connectivity initiatives must be based on universally recognized international norms, good governance, rule of law, openness, transparency and equality, and must be pursued in a manner that respects sovereignty and territorial integrity’ of other states. Beyond those stated reservations, New Delhi is concerned about the BRI infrastructure and connectivity projects in the smaller South Asian countries and the Indian Ocean littoral states. India has traditionally viewed South Asia and the IOR as its backyard over which it has historically maintained a position of influence. It is apprehensive that the BRI projects will enhance Beijing’s stature and undermine India’s influence in the region. In eleven chapters including Introduction and Conclusion, this book explores the dimensions of the rivalry and analyses the causes, dynamics and implications of an accelerated Sino-Indian competition.
