From the time when humans first learned to harness fire, cultivate crops, and domesticate livestock, they have altered their environment as a means of survival. In the modern era, however, natural resources have been devoured and defiled in the wake of a consumerism that goes beyond mere subsistence. In this volume, an international group of environmental historians documents the significant ways in which humans have impacted their surroundings throughout history. John McNeill introduces the collection with an overarching account of the history of human environmental impact. Other contributors explore the use and abuse of the earth's land in the development of agriculture, commercial forestry, and in the battle against desertification in arid and semi-arid regions. Cities, which first appeared some 5,500 years ago, have posed their own unique environmental challenges, including dilemmas of solid waste disposal, sewerage, disease, pollution, and sustainable food and water supplies. In the last two decades, people in a growing number of localities in the United States have developed grassroots ecosystem management (GREM) as a means to resolve policy problems affecting their environment, economy, and communities. Ad hoc and voluntary groups of environmentalists, developers, businesspeople, federal and state resource managers, farmers, loggers, local citizens, and those representing recreation interests use deliberation and consensus to enhance public policy performance. Instead of focusing on specific issues such as air pollution, GREM emphasizes the integrated management of entire watersheds and ecosystems. But what happens to democratic accountability in these collaborative efforts? Despite concerns that they might result in special interest government, the acceleration of environmental degradation, and an end-run around national environmental protection laws, this book suggests otherwise. Bringing Society Back In establishes a theoretical framework for exploring issues of policy performance and democratic accountability raised by GREM. Through three case studies—the Applegate Partnership in Oregon, the Henry's Fork Watershed Council in Idaho, and the Willapa Alliance in Washington state—it explores the mechanisms used to determine how accountability works. The book finds that by combining traditional and formal governance structures with informal institutions, GREM can be accountable to individuals, communities, surrounding regions, and the nation. The book also identifies conditions under which GREM is most likely to achieve democratic accountability. In addition, it investigates the connection between accountability and policy performance. In the 1960s and 1970s, El Salvador's reigning military regime instituted a series of reforms that sought to modernize the country and undermine ideological radicalism, the most ambitious of which was an education initiative. It was multifaceted, but its most controversial component was the use of televisions in classrooms. Launched in 1968 and lasting until the eve of civil war in the late 1970s, the reform resulted in students receiving instruction through programs broadcast from the capital city of San Salvador. The Salvadoran teachers' union opposed the content and the method of the reform and launched two massive strikes. The military regime answered with repressive violence, further alienating educators and pushing many of them into guerrilla fronts. In this thoughtful collaborative study, the authors examine the processes by which education reform became entwined in debates over theories of modernization and the politics of anticommunism. Further analysis examines how the movement pushed the country into the type of brutal infighting that was taking place throughout the third world as the U.S. and U.S.S.R. struggled to impose their political philosophies on developing countries.
