This anthology provides readers with a broad overview of the sources, substance, and significance of Soviet foreign policy in the contemporary period. It covers both the legacies of the tsarist and Stalinist eras and the motivations and priorities of present-day Soviet leaders. Included are sizable sections on the policy-making process and military power, as well as Soviet relations with the U.S., Western and Eastern Europe, the Far East, and the Third World. Divergent viewpoints are expressed throughout; future prospects and directions for Soviet foreign policy are also discussed. The emphasis of this collection is practical and policy-oriented. The contributors are distinguished present and recent officials of the U.S. government, scholars, and full-time researchers in government advisory agencies. All are from the U.S., Canada, and Europe. Their essays are insightful and empirically grounded, some revised and tipdated specifically for this collection, while three (Goodson and Schultz, Herspring, and Leighton) are published here for the first time. The collection provides a comprehensive view of contemporary Soviet behavior in international affairs while reflecting the concerns of Americans both inside and outside of government who help formulate and implement U.S. policy toward the Soviet Union. As with its companion volumes--"The Sovief Polity in the Modern Era "(Aldine, 1984) and "The Conduct of Soviet Foreign Policy "(Aldine, 1980)--"Soviet Foreign Policy in a Changing World "will become an important text in Soviet studies, and will be of interest to government officials and the general reader with an interest in Soviet studies as well.

As the Cold War draws to a close, new issues inevitably have begun to surface in U.S.-Soviet relations. This reader brings together Soviet and U.S. perspectives on the broad range of challenges that both nations now face. Within the context of a "debate" format that presents parallel U.S. and Soviet views, these timely readings illustrate areas of cooperation and conflict and weigh policy similarities and differences. Topics covered include Soviet-U.S. relations after the Cold War, military and national security debates, and the changing international economic environment. The selections also consider the impact that the evolving Soviet-U.S. interaction is having on the "new" Europe and the developing world. The volume concludes by considering the direction the superpower relationship may take in the future. Students of Soviet and U.S. foreign policy will find this text invaluable in unraveling the complexities of U.S.-Soviet relations.

Coercion Cooperation And Ethics In International Relations written by Richard Ned Lebow and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2007-05-07 with Political Science categories.
This volume brings together the recent essays of Richard Ned Lebow, one of the leading scholars of international relations and US foreign policy. Lebow's work has centred on the instrumental value of ethics in foreign policy decision making and the disastrous consequences which follow when ethical standards are flouted. Unlike most realists who have considered ethical considerations irrelevant in states' calculations of their national interest, Lebow has argued that self interest, and hence, national interest can only be formulated intelligently within a language of justice and morality. The essays here build on this pervasive theme in Lebow's work by presenting his substantive and compelling critique of strategies of deterrence and compellence, illustrating empirically and normatively how these strategies often produce results counter to those that are intended. The last section of the book, on counterfactuals, brings together another set of related articles which continue to probe the relationship between ethics and policy. They do so by exploring the contingency of events to suggest the subjective, and often self-fulfilling, nature of the frameworks we use to evaluate policy choices.

In the 1980s, Soviet evidence suggests, the Reagan arms buildup delayed rather than hastened the accommodation Gorbachev desired for internal political reasons. Both nations, the authors argue, expended lives and resources out of all reasonable proportion to their legitimate security interests, with destabilizing consequences that persist today.

Many people have been instrumental in helping see this book through to completion. First, I want to thank Robbin Laird, not only for his professional encouragement over the years, but especially for his suggestion to do this book in the first place. Nor would this effort have been possible--or nearly as enjoyable-- without the support and friendship of Susan McEachern. I would also like to thank Jackie Evans for her assistance in helping to prepare the manuscript.
