He argues that the relationship between scientists and the leadership is better viewed as bi-directional. The author concludes that scientists had an influence on policy-makers in the areas of nuclear policy and human rights although not to the same degree as the Party had on science and scientists.

Ecotourism is often promoted as a way to visit a unique area of spectacular beauty. While tourists travel to these destinations to view environmental wonders, they seldom consider the effects of their visit on the indigenous people or on the location itself. Tourism in Northeastern Argentina: The Intersection of Human and Indigenous Rights with the Environment, an edited collection by Penny Seymoure and Jeffrey L. Roberg, examines the impact of tourism on indigenous and local populations, and the environment they live in, specifically in several locations in the northeast of Argentina. Several of the chapters examine the lives and problems of the Mbya Guaraní people, an indigenous culture that has been attempting to survive in the rainforest of Misiones Province. In recent years, the loss of traditional lands, some of which was taken for tourist hotels, has led the Mbya to engage in tourism, with both positive and negative changes to their culture. Most of the tourists who interact with the Mbya come to the area to see the beautiful Iguazu National Park and Waterfalls, and stay in the nearby city of Puerto Iguazu. The waterfalls now draw over one million visitors a year. The authors of this volume further explore how, while Puerto Iguazu has been engaged in mass tourism for many years, the nearby small town of Colonia Carlos Pelligrini has struggled to keep its younger tourism industry modest due, in part, to its location near pristine wetlands. This town faces a number of challenges that must be addressed soon to protect both the surrounding wetlands and the town itself. Some scholars have viewed the Soviet state and science as two monolithic entities--with bureaucrats as oppressors, and scientists as defenders of intellectual autonomy. Based on previously unknown documents from the archives of state and Communist Party agencies and of numerous scientific institutions, Stalinist Science shows that this picture is oversimplified. Even the reinstated Science Department within the Central Committee was staffed by a leading geneticist and others sympathetic to conventional science. In fact, a symbiosis of state bureaucrats and scientists established a much more terrifying system of control over the scientific community than any critic of Soviet totalitarianism had feared. Some scientists, on the other hand, developed more elaborate devices to avoid and exploit this control system than any advocate of academic freedom could have reasonably hoped. Nikolai Krementsov argues that the model of Stalinist science, already taking hold during the thirties, was reversed by the need for inter-Allied cooperation during World War II. Science, as a tool for winning the war and as a diplomatic and propaganda instrument, began to enjoy higher status, better funding, and relative autonomy. Even the reinstated Science Department within the Central Committee was staffed by a leading geneticist and others sympathetic to conventional science. However, the onset of the Cold War led to a campaign for eliminating such servility to the West. Then the Western links that had benefited genetics and other sciences during the war and through 1946 became a liability, and were used by Lysenko and others to turn back to the repressive past and to delegitimate whole research directions.
