This book examines the social and cultural impact of the 'thaw' in Cold War relations, decision-making and policy formation in the Soviet Union under Nikita Khrushchev. It highlights the fact that many of the reform initiatives generally associated with Khrushchev personally, and with his period of office more generally, often had their roots in the Stalin period both in their content and in the ways in which they were implemented. Individual case studies explore key aspects of Khrushchev's period of office, including the introduction of the 1961 Communist Party Programme and popular responses to it, housing policy, the opening up of the Soviet Union to the West during the 1957 youth festival, public consultation campaigns and policy implementation in education and family law, the boost given to voluntary organisations such as women's councils and the trade unions, the reshaping of the internal Soviet security apparatus, the emergence of political dissent and the nature of civil-military relations as reflected in the events of the workers' uprising in Novocherkassk in 1962. The findings offer an important new perspective on the Khrushchev era.

The book re-evaluates the Khrushchev era as one which represented a significant departure from the Stalin years, introducing a number of policy changes that only came to fruition later, whilst still suffering from many of the limitations imposed by the Stalinist system. Unlike many other studies which consider the subject from the perspective of the Cold War and superpower relations, this book provides an overview of the internal development of the Soviet Union in this period, locating it in the broader context of Soviet history. This is the companion volume to the Jeremy Smith and Melanie Ilic’s previous edited collection, Soviet State and Society under Nikita Khrushchev (Routledge, 2009).

In the first volume, published in 2004, Khrushchev takes his story up to the close of World War II. In the first section of this second volume, he covers the period from 1945 to 1956, from the famine and devastation of the immediate aftermath of the war to Stalin&’s death, the subsequent power struggle, and the Twentieth Party Congress. The remaining sections are devoted to Khrushchev&’s recollections and thoughts about various domestic and international problems. In the second and third sections, he recalls the virgin lands and other agricultural campaigns and his dealings with nuclear scientists and weapons designers. He also considers other sectors of the economy, specifically construction and the provision of consumer goods, administrative reform, and questions of war, peace, and disarmament. Nikita Sergeyevich Khrushchev (1894-1971) was a politician who led the Soviet Union during part of the Cold War. He served as First Secretary of the Communist Party of the Soviet Union from 1953-1964, and as Chairman of the Council of Ministers, or Premier, from 1958-1964. Khrushchev was responsible for the de-Stalinization of the Soviet Union, for backing the progress of the early Soviet space program, and for several relatively liberal reforms in areas of domestic policy. Khrushchev’s party colleagues removed him from power in 1964, replacing him with Leonid Brezhnev as First Secretary and Alexei Kosygin as Premier. Originally published in 1961, “concerns what I call the Khrushchev phase, rather than the Khrushchev epoch.
