Soziale Arbeit in der Definition der Internationalen Federation of Social Workers umfasst einen ethischen Kodex, in dem explizit auf die Menschenrechte hingewiesen wird. Die Menschenrechte sind demnach von fundamentaler Bedeutung für die internationale Soziale Arbeit. Die Kinderrechte sind als Teilbereich der Menschenrechte Untersuchungsgegenstand dieser Arbeit. Ausgangslage der Arbeit sind Fragen danach, wie die Menschenrechte am Beispiel von Kinderrechten im Rahmen der universitären Ausbildung von Studenten der Sozialen Arbeit in Belize vermittelt werden können. Weil es sich bei Belize um ein Entwicklungsland handelt und es keine Literatur zum Forschungsthema gibt, wurden Recherchen und Interviews im Forschungsfeld Belize erhoben. Die fremde Kultur und, damit verbunden, die unbekannte Gesellschaft erforderten eine offene wissenschaftliche Vorgehensweise. Von Interesse war einerseits die Frage, mit welchen sozialen Problemen die Praxis der Sozialen Arbeit in Belize konfrontiert ist und andererseits diejenige, wie der „Spagat“ gelingen kann, in einem Entwicklungsland, in dem Verstöße gegen die Kinderrechtskonvention noch üblich sind, angehende SozialarbeiterInnen darin zu unterrichten, Menschenrechte und Kinderrechte in ihrer Arbeit umzusetzen. Dass dies möglich ist, ist ein Ergebnis der Studie. Dass dies jedoch nicht so selbstverständlich umsetzbar ist, wie es sich aus einer mitteleuropäischen Denkweise heraus vermuten lässt, zeigt vorliegende Arbeit ebenfalls. Kinderrechte und Soziale Arbeit in Belize bewegen sich in einem Kreislauf von Armut und fehlenden Bildungschancen der Kinder und Jugendlichen. Zur Aufrechterhaltung dieses Kreislaufs trägt nicht nur der fehlende politische Wille bei, sondern auch die Soziale Arbeit ist nicht unerheblich daran beteiligt. Wie es dazu kommt, soll ein Thema der folgenden Kapitel sein.

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity.
