The Universal Declaration of Human Rights (1948) proclaimed the equality of all human beings in dignity and rights. The right to social security, however, has been taken more seriously only since the 2000s, through calls for 'Social Security for All' and 'Leaving no-one behind'. The book investigates a major response, social cash transfers to the poor. The idea of simply giving money to the poor had been rejected by all major development organizations, but since the early 2000s, social cash transfers have mushroomed in the global South and on agendas of international organizations. How come? What programmes have emerged in which countries? How inclusive are the programmes? What models have international organizations devised? Based on unique quantitative and qualitative data and on newly created concepts and indicators, the book takes stock of all identifiable cash transfers in all Southern countries and of the views of all major international organizations. The volume argues that cash transfers reflect broader changes: new understandings of development, of human rights, of global risks, of the social responsibility of governments, and of universalism. Social cash transfers have turned the poor from objects of charity into rights-holders and agents of their own lives and of development. A repertoire of cash transfers has evolved that has enhanced social citizenship, but is limited by weak political commitments. The book also contributes to a general theory of social policy in development contexts, through a constructivist sociological approach that complements the dominant approaches from welfare economics and political economy and includes a theory of social assistance.

This book focuses on the diverse interrelationships between aging and transnationality. It argues that the lives of older people are increasingly entangled in transnational contexts on the social as well as the cultural, economic and political levels. Within these contexts, older people both actively contribute to and are affected by border-crossing processes. In addition, while some may voluntarily opt for adding a transnational dimension to their lives, others may have less choice in the matter. Transnational aging, therefore, provides a critical lens on how older people shape, organize and cope with life in contexts that are no longer bound to the frame of a single nation-state. Accordingly, the book emphasizes the agency of older people as well as the personal and structural constraints of their situations. The chapters in this book reveal these aspects by approaching transnational aging from different methodological angles, such as ethnographic research, comparative studies, quantitative data, and policy and discourse analysis. Geographically, the chapters cover a wide range of countries in Africa, Asia, Europe, North and South America, such as Namibia, Thailand, Russia, Germany, the United States and Ecuador.

Was ist soziale Gerechtigkeit? Als Ergebnis eines gesellschaftlichen Verständigungsprozesses bleiben die Antworten darauf einem ständigen Bedeutungswandel unterworfen. Durch die politische Gestaltung zeitgemäßer sozialstaatlicher Institutionen müssen sie laufend neu gewonnen und gesichert werden. Auch der deutsche Sozialstaat befindet sich seit Mitte der 90er Jahre im Umbruch von einem alimentierenden Wohlfahrtsstaat hin zu einem aktivierenden Teilhabestaat. Anliegen des vorliegenden Bandes ist eine erste Zwischenbilanz und Bestandsaufnahme dieser sozialstaatlichen Umbruchsituation. Dabei geht es zunächst um die Ableitung eines dem neuen Paradigma angemessenen Verständnis sozialer Gerechtigkeit (Teil I). Daran anschließend werden die neueren Ergebnisse der empirischen Gerechtigkeitsforschung dargestellt (Teil II) und in einem international vergleichenden Kontext diskutiert und bewertet. Aus den international vergleichenden Analysen und Ergebnissen werden schließlich Elemente einer Strategie zur Transformation des deutschen Wohlfahrtsstaates in einen investiv orientierten Teilhabestaat abgeleitet (Teil III). Zugleich sind diese Alten soziale Akteure, die etwa verwaiste Enkel versorgen oder wertvolles Wissen tradieren. Die Alten des globalen Nordens schienen lange Zeit abgesichert. Inzwischen jedoch haben demografische Entwicklung und Rentenreformen das Risiko der Altersarmut auch hier erhöht. Dieser Band versteht sich als Teil eines neuen soziologischen Diskurses, der alte Menschen im globalen Süden und Norden zusammen ins Blickfeld rückt.
