Der Ausschuß für Sozialpolitik in der Gesellschaft für Wirtschafts- und Sozialwissenschaften, Verein für Socialpolitik, hatte unter dem Eindruck der Verwirklichung des Binnenmarktes und der fortschreitenden Integration zu einer Europäischen Wirtschafts- und Währungsunion nach dem Vertrag von Maastricht die Frage nach der sozialen Integration in Europa aufgenommen (SVS 222/I). Die Wahl dieser Thematik folgte der wiederauflebenden öffentlichen Debatte um die Bedeutung der »sozialen Dimension« in der Europäischen Integration und den Bestrebungen der Regierungen zur Betonung der sozialen Dimension, zur Verankerung der »Subsidiarität« und zur Stärkung des sozialen Zusammenhalts (der »Solidarität«) zwischen den Mitgliedstaaten. Die Beiträge des Ausschusses für Sozialpolitik zur sozialen Integration in Europa sind zum einen der historischen Analyse der sozialen Dimension des Integrationsprozesses, der Klärung der durch den Binnenmarkt und durch die Währungsunion zu erwartenden sozialen Probleme und sozialpolitischen Herausforderungen gewidmet. Im Mittelpunkt steht die Auseinandersetzung mit den Möglichkeiten und Grenzen einer Angleichung («Harmonisierung«, »Konvergenz«) einzelner Bereiche der nationalen Sozialpolitik (z. B. Lohnpolitik und Sozialpartnerschaft, Mitbestimmung, Familienpolitik, Soziale Mindestsicherung) in der Europäischen Union. Die Analyse der sozialen Integration in Europa eröffnet aber auch eine dem tatsächlichen Integrationsprozeß im Bereich der Wirtschaft entsprechende, erweiterte $.europäische Perspektive der Wissenschaft von der Sozialpolitik.$. Im Zuge der Vertiefung der Europäischen Integration bedarf es auch bei der Bestimmung und empirischen Analyse sozialer Probleme sowie bei technologischen Aussagen über Problemlösungsmöglichkeiten einer Betrachtung auf europäischer Ebene. Eine europäische Perspektive in der Wissenschaft von der Sozialpolitik enthält jedoch keineswegs eine Vorentscheidung für eine Vereinheitlichung oder gar zentralistische Gestaltung der Sozialpolitik in Europa. Vielmehr sprechen die ordnungspolitischen Grundentscheidungen in Europa für eine Verbindung von Wettbewerbsgesellschaft und Sozialstaatlichkeit, bei der nach dem Subsidiaritätsprinzip der Europäischen Union nur eine sozialpolitische Verantwortung nach dem Minimalstaatskonzept zukäme und die Mitgliedstaaten auch mit einer Pluralität von Konzepten sozialen Fortschritts im Systemwettbewerb zueinander stehen können. Dabei ist der Ausgleich regionaler Wohlstandsunterschiede zur Stärkung des Zusammenhalts zwischen den Mitgliedstaaten dann eine originäre Aufgabe der Sozialpolitik auf europäischer Ebene.

This book traces the reasons for the differences between Continental and Northern European welfare state developments by applying a selected case study approach. Three countries were looked at: Germany, Austria, and Sweden, because all have different political settings. This volume is a comparative study of family change in Europe and its dependency on social policy regimes. The authors explore family discourse, family law, single parents, gender relations, the "new fathers", divorce, and abortion within the framework of national policies vis-a-vis the family. Conventional wisdom assumes that policy decisions affecting the life situation of a population shape different opportunities for private living, particularly in relation to children and the family. But, the authors argue, it would be too simplistic to assume a direct causal link between welfare policies for the family and developments in the family sector. Family change is in fact mediated by institutional factors as well as by cultural traditions and political intervention. The chapters in this volume deal with the substantial and methodological problems of ascertaining the impact of different national policy regimes on family change.
