This volume seeks to contribute to an interdisciplinary, comparative, and historical study of Western welfare states. It attempts to link their historical dynamics and contemporary problems in an international perspective. Building on collaboration between European-and American-based research groups, the editors have coordinated contributions by economists, political scientists, sociologists, and historians. The developments they analyze cover a time span from the initiation of modern national social policies at the end of the nineteenth century to the present. The experiences of all the presently existing Western European systems except Spain and Portugal are systematically encompassed, with comparisons developed selectively with the experiences of the United States and Canada. The development of the social security systems, of public expenditures!and taxation, of public education and educational opportunities, and of income inequality are described, compared, and analyzed for varying groupings of the Western European and North American nations. This volume addresses itself mainly to two audiences. The first includes all students of policy problems of the welfare states who seek to gain a comparative perspective and historical understanding. A second group may be more interested in the theory and empirical analysis of long-term societal developments. In this context, the growth of the welfare states ranges as a major departure, along with the development of national states and capitalist economies. The welfare state is interpreted as a general phenomenon of modernization, as a product of the increasing differentiation and the growing size of societies on the one hand, and of processes of social and political mobilization on the other. It is an important element of the structural convergence of modern societies -- by its mere weight in all countries -- and at the same time a source of divergence by the variations within its institutional structure.

OF 'SOLIDARITY' IN UK SOCIAL WELFARE Here then, perhaps, is a British version of solidarity in social welfare, but early there are strong tensions between the powerfully liberal individualistic strands of the British understanding of the functions of the state and the socialistic or communitarian tendency of a commitment to universal welfare provision. In the search for the roots of this understanding of welfare we shall survey, fitst, the historical background to these tensions in some early British political philosophers, starting with Hobbes and ending with Mill. We then consider the philosophical and social influences on the Beveridge Report itself, and we will trace the emergence of the philosophy of the welfare state in the era following the Second World War. Finally we consider the contemporary debate, as it relates to the 'Third Way' thinking of New Labour. 2. A mSTORICAL SKETCH In the previous section we observed that the philosophy underlying the Beveridge Report could be described as 'liberal collectivism'. What are the historical antecedents of this strange amalgam of individualism and collectivism? Within the short scope of this chapter, any account of the philosophical history must be little more than a sketch, but we can perhaps understand most debates in British socio-political thought as a continuing dialogue with the well known claim of Thomas Hobbes in Leviathan that all political institutions are founded on egoistic motives.

Welchen Einfluss haben die sozialen Menschenrechte auf den heutigen Sozialstaat? Dieser Frage geht Ingo Stamm in seiner rechtssoziologischen Studie nach. Obwohl die Menschenrechte seit der Verabschiedung der Allgemeinen Erklärung der Menschenrechte in zahlreichen internationalen und supranationalen Verträgen verankert wurden, finden sie de facto kaum Beachtung. So auch das Recht auf soziale Sicherheit, wie es unter Artikel 9 des UN-Sozialpaktes festgeschrieben ist. Im Rahmen dieses Rechts legt der Autor seinen Fokus auf das Risiko Arbeitslosigkeit und analysiert das sozialpolitische Handeln in Deutschland und Finnland. Am Beispiel der gegenwärtigen Arbeitslosensicherungssysteme Setzt er das dort vorgefundene Menschenbild in Kontrast zum Menschenbild der Menschenrechte. Hierfür untersucht er unter Anwendung der Objektiven Hermeneutik Dokumente aus beiden Ländern. Das Ergebnis zeigt, dass beide Länder, wenngleich auch in unterschiedlicher Intensität, arbeitslosen Personen weite Teile ihrer Autonomie entziehen, indem sie sie zu Erziehungsobjekten machen. Beide Staaten laufen dabei Gefahr, das Autonomieversprechen der sozialen Menschenrechte zu missachten. Mit der Fokussierung auf das Recht auf Einkommen in der Arbeitslosigkeit gewinnt die Studie an zusätzlicher Brisanz – wird doch in vielen europäischen Ländern im Zuge der aktivierenden Arbeitsmarktpolitik immer strenger eine Gegenleistung von den Leistungsempfängern der Sozialen Sicherheit gefordert bzw. werden Sanktionen gegen Bürger eingeleitet, die zu wenige arbeitsmarktrelevante Aktivitäten vorweisen können.

Democracy, Capitalism, and the Welfare State investigates political thought under the conditions of the postwar welfare state, focusing on the Federal Republic of Germany (1949-1989). The volume argues that the welfare state informed and altered basic questions of democracy and its relationship to capitalism. These questions were especially important for West Germany, given its recent experience with the collapse of capitalism, the disintegration of democracy, and National Socialist dictatorship after 1930. Three central issues emerged. First, the development of a nearly all-embracing set of social services and payments recast the problem of how social groups and interests related to the state, as state agencies and affected groups generated their own clientele, their own advocacy groups, and their own expert information. Second, the welfare state blurred the line between state and society that is constitutive of basic rights and the classic world of liberal freedom; rights became claims on the state, and social groups became integral parts of state administration. Third, the welfare state potentially reshaped the individual citizen, who became wrapped up with mandatory social insurance systems, provisioning of money and services related to social needs, and the regulation of everyday life. Peter C. Caldwell describes how West German experts sought to make sense of this vast array of state programs, expenditures, and bureaucracies aimed at solving social problems. Coming from backgrounds in politics, economics, law, social policy, sociology, and philosophy, they sought to conceptualize their state, which was now social (one German word for the welfare state is indeed Sozialstaat), and their society, which was permeated by state policies.
