Immer wieder kommt es in der Presse zu Meldungen ber gewaltt„tige Ausschreitungen von Fuáballfans. Diese werden in der Berichterstattung oftmals als "Hooligans" oder "Chaoten" bezeichnet. Vorstandsvorsitzende der Vereine, Verb„nde und Politiker zeigen sich daraufhin bestrzt ber die neue "Qualit„t der Gewalt" und versichern entschieden, gegen die T„ter vorzugehen. Nach einer Reihe von Katastrophen, die sich in England in den 80er Jahren ereigneten, wurden umfangreiche Sicherheitskonzepte, von baulichen Maánahmen ber Regelwerke bis hin zu Sanktionen bei Regelverst”áen entwickelt, die die Sicherheit in den Stadien gew„hrleisten sollen. Dennoch kommt es beim Fuáball weiterhin vereinzelt zu aggressiven Verhaltensweisen auf Seiten der Fans. Diesem soll durch eine erh”hte Polizeipr„senz, Strafverfolgung und Stadionverboten pr„ventiv entgegengewirkt werden, um sicherzustellen, dass Fans mit gewaltt„tigem Verhalten keine M”glichkeit mehr haben, an der Veranstaltung teilzunehmen. Durch das "Nationale Konzept Sport und Sicherheit" (NKSS) wurde 1993 in Deutschland ein Maánahmekatalog verabschiedet, in dem auch die p„dagogische Arbeit der Fanprojekte fest institutionalisiert wurde. Seitdem kam es zu zahlreichen Ver”ffentlichungen und Abschlussarbeiten, die sich unter anderem mit der Arbeit der Fanprojekte und aggressivem Zuschauerverhalten besch„ftigten. Letztere richteten den Blick berwiegend auf Aggressionstheorien als wissenschaftliche Betrachtung von Gewalt und Gewaltentstehung. Die Hooliganproblematik der 80er bis Anfang der 90er Jahre steht durch die umfangreichen repressiven Maánahmen der Sicherheitsinstanzen mittlerweile nicht mehr im Fokus der Sozialen Arbeit. Hauptzielgruppe sind seit Mitte der 90er Jahre die sogenannten "Ultras", die sich durch die zunehmende Kommerzialisierung des Profifuáballs bedroht fhlen und durch Proteste und Aktionen verst„rkt in den Blickpunkt der Sicherheitsinstanzen und Medien geraten. Als am 13.03.2010 Anh„nger von Hertha BSC den Platz des Berliner Olympiastadions strmten und gezielt Sachsch„den anrichteten, wurden durch die Presse verbogene Fahnenstangen aus Plastik zu gef„hrlichen "Mordwaffen" hochstilisiert und eine neue Debatte ber Sicherheit beim Fuáball in Gang gesetzt. In diesem Buch soll deshalb der Begriff "Sicherheit" n„her betrachtet werden. Durch die groáe Kritik der Ultras und deren Stellenwert in der Arbeit der Fanprojekte erfolgt eine Auseinandersetzung mit Maánahmen, die die Sicherheit bei Fuáballspielen gew„hrleisten sollen, sowie der Frage inwieweit die zunehmende Kommerzialisierung des Fuáballs Einfluss auf dieses Thema hat.

Auch aufgrund der aktuellen Geschehnisse ist das Verhalten der Fuáballfans in der Bundesrepublik Deutschland (BRD) in den letzten Jahren wieder verst„rkt in den ”ffentlichen und medialen Fokus gerckt. Angesichts von Spielunterbrechungen oder Abbrchen in Folge des Einsatzes von Wurfgeschossen oder illegaler Pyrotechnik, gewaltt„tigen Auseinandersetzungen unter den Fans, Schm„hges„ngen, beleidigenden oder rassistischen Choreographien der Fangruppen und nicht zuletzt dem notwendig gewordenen, „uáerst kostspieligen w”chentlichen Einsatz hunderter Polizeibeamter im Rahmen der Bundesligaspiele wird der Kultur der Fuáballfans vielerorts mit Argwohn begegnet. Dazu beigetragen hat sicherlich auch die Berichterstattung der Massenmedien, welche sich bisweilen „uáerst plakativ, polemisch und vor allem sachlich undifferenziert gestaltet. Vielfach werden ganze Fangruppierungen unter Generalverdacht gestellt. Von ?Verbrechern? und ?Chaoten? ist die Rede, welche das Massenereignis Fuáball als willkommene Bhne fr Krawall und Provokation ausnutzen. Fraglos ist Gewalt gegen friedfertige gegnerische Fans, Spieler oder Schiedsrichter scharf zu verurteilen und natrlich kein Fundament fr die Erhaltung des Fuáballsports in Deutschland als Massenereignis und ?Volksreligion?. Jedoch ist diesbezglich eine differenziertere Wahrnehmung aller Beteiligten vonn”ten. Welche Emotionen drfen im Fuáballstadion ausgelebt werden? Wo verschwimmt die Grenze zwischen hochemotionalem ?Ultra?-Fan, der oft unter erheblichem Einsatz von Freizeit und Geld sein Team untersttzt, und gewaltsuchendem ?Hooligan?, welcher den Fuáball fr die Auslebung seiner Gewaltgelste benutzt? Welche Rolle spielt die teils repressive Vorgehensweise der Polizei bei der Bek„mpfung des Gewaltproblems in deutschen Stadien? Um diese Fragen beantworten und einen m”glichst weitreichenden Einblick in die vielschichtigen Lebenswelten der innerdeutschen Fankulturen gew„hren zu k”nnen, wird anhand von Fachliteratur versucht, die relevanten Begrifflichkeiten und Auspr„gungen des ?Fan-Seins? zu definieren, das Selbstverst„ndnis der verschiedenen Fangruppen aufzuzeigen und anhand von Beispielen darzulegen. Anthropologists have written a great deal about the coastal adaptations and seafaring traditions of Pacific Islanders, but have had much less to say about the significance of rivers for Pacific island culture, livelihood and identity. The authors of this collection seek to fill that gap in the ethnographic record by drawing attention to the deep historical attachments of island communities to rivers, and the ways in which those attachments are changing in response to various forms of economic development and social change. In addition to making a unique contribution to Pacific island ethnography, the authors of this volume speak to a global set of issues of immense importance to a world in which water scarcity, conflict, pollution and the degradation of riparian environments afflict growing numbers of people. Several authors take a political ecology approach to their topic, but the emphasis here is less on hydro-politics than on the cultural meaning of rivers to the communities we describe. How has the cultural significance of rivers shifted as a result of colonisation, development and nation-building? How do people whose identities are fundamentally rooted in their relationship to a particular river renegotiate that relationship when the river is dammed to generate hydro-power or polluted by mining activities? How do blockages in the flow of rivers and underground springs interrupt the intergenerational transmission of local ecological knowledge and hence the ability of local communities to construct collective identities rooted in a sense of place?

In this monumental book, sociologist Robert Castel reconstructs the history of what he calls "the social question," or the ways in which both labor and social welfare have been organized from the Middle Ages onward to contemporary industrial society. Throughout, the author identifies two constants bearing directly on the question of who is entitled to relief and who can be excluded: the degree of embeddedness in any given community and the ability to work. Along this dual axis the author locates virtually the entire history of social welfare in early-modern and contemporary Europe.This work is a systematic defense of the meaningfulness of the category of "the social," written in the tradition of Foucault, Durkheim, and Marx. Castel imaginatively builds on Durkheim's insight into the essentially social basis of work and welfare.
