Rapid gender assessments of 12 projects in four countries were undertaken as part of the Asian Development Bank's commitment to improving aid effectiveness. The assessment of three loans in Mongolia found that positive gender equality results were achieved due to the implementation of a gender action plan in one project and a gender mainstreaming approach in another. Comparing approaches between the three projects demonstrated that paying attention to gender differences during design and implementation produced better results for women, enhanced the quality of project implementation, and contributed directly to achieving loan outcomes and improved project effectiveness. This report discusses the gender equality results achieved for each project, summarizes factors that enhanced the quality of project design and implementation, and makes recommendations to maximize gender equity as a driver of change.

The influence and utilization of computers in space science investigations greatly enhances the ability to address difficult and complicated questions about the Universe. Space Science is wholly dependent on computers because the data acquired from instruments on the spacecraft are not only complicated in form but also voluminous. Athough a great deal of attention has been paid to develop efficient and powerful computing systems on-ground, research in the area of spaceborne computing is far from satisfactory. On-board processing of data will be important in future planetary missions where telemetry rates constrain the total amount of data which can be returned and decisions may have to be made in real time. Little thought has been given to a dynamic man-machine interface with regard to scientific real-time interactive control of flight experiments. Careful thinking is therefore essential to define appropriate spaceborne computing requirements for the future. It is imperative that powerful multiprocessing systems for on-board processing be experimentally impleneted and evaluated in selected application missions. These proceedings include most of the papers presented at the lAG Sympo sium GPS Trends in Precise Terrestrial, Airborne, and Spacebome Appli cations held in July 1995 during the XXI-th IUGG General Assembly in Boulder, Colorado. The symposium was jointly organized by the lAG and the International Union of Surveys and Mapping (IUSM). The symposium was divided into four sessions, namely (1) The International GPS Service for Geodynamics (IGS) and other Permanent Networks, (2) Spaceborne Applications of the GPS, (3) Kinematic Applications of the GPS, and (4) The GPS and its Relations to Geophysics. The main purpose was to give an overview of the state of the art in 1995 of the applications of the GPS to geodynamics, geodesy, surveying, and navi gation. The call for papers generated a flood of originally more than 70 abstracts; quite a few could be redirected to other symposia, but still 56 papers found their way into these proceedings. We thus conclude that the volume gives a rather complete overview of GPS Trends in Precise Terrestrial, Airborne, and Spacebome Applications in the year 1995.

Sixty years after its birth, Synthetic Aperture Radar (SAR) evolved as a key player of earth observation, and it is continually upgraded by enhanced hardware functionality and improved overall performance in response to user requirements. The basic information gained by SAR includes the backscattering coefficient of targets, their phases (the truncated distance between SAR and its targets), and their polarization dependence. The spatiotemporal combination of the multiple data operated on the satellite or aircraft significantly increases its sensitivity to detect changes on earth, including temporal variations of the planet in amplitude and the interferometric change for monitoring disasters; deformations caused by earthquakes, volcanic activity, and landslides; environmental changes; ship detection; and so on. Earth-orbiting satellites with the appropriate sensors can detect environmental changes because of their large spatial coverage and availability. Imaging from Spaceborne and Airborne SARs, Calibration, and Applications provides A-to-Z information regarding SAR researches through 15 chapters that focus on the JAXA L-band SAR, including hardware description, principles of SAR imaging, theoretical description of SAR imaging and error, ScanSAR imaging, polarimetric calibration, inflight antenna pattern, SAR geometry and ortho rectification, SAR calibration, defocusing for moving targets, large-scale SAR imaging and mosaic, interferometric SAR processing, irregularities, application, and forest estimation.
