The story of the Spanish revolution of the 1930s is quite well known to most people on the left, but there is a surprising level of ignorance concerning the events that occurred subsequently. History did not cease with the victory of Franco in 1939. And the story of how the Franco dictatorship was eventually brought down by the revolutionary movement of the Spanish workers is an inspiring one. Under the most difficult and dangerous conditions, Spanish workers launched a strike wave, which, in its intensity and duration, has no parallel anywhere. There was nothing remotely like this in Hitler’s Germany, Mussolini’s Italy or Salazar’s Portugal. This was a genuine revolution, which could and should have gone far further than it did. If it did not finally succeed, that was no fault of the working class. The Spanish revolution of the 1970s was shamefully betrayed by the leaders of the communist and socialist parties, who entered into an agreement with former fascists in order halt the movement in its tracks. Alan Woods participated personally in the last phase of this struggle and was a witness to some of its most decisive moments. Using a wealth of documentary material from the time and also new interviews with key participants in the events, he tears away the thick veil of lies, myths and half-truths to reveal what actually occurred. With new struggles and challenges on the order of the day in Spain and the rest of the world, it is the duty of all conscious workers and revolutionary youth to study the lessons of the past as a necessary precondition for victory in the future. The culmination of a half-century of historical investigation, A People Betrayed is not only a definitive history of modern Spain but also a compelling narrative that becomes a lens for understanding the challenges that virtually all democracies have faced in the modern world. Whereas so many twentieth-century Spanish histories begin with Franco and the devastating Civil War, Paul Preston’s magisterial work begins in the late nineteenth century with Spain’s collapse as a global power, especially reflected in its humiliating defeat in 1898 at the hands of the United States and its loss of colonial territory. This loss hung over Spain in the early years of the twentieth century, its agrarian economic base standing in stark contrast to the emergence of England, Germany, and France as industrial powers. Looking back to the years prior to 1923, Preston demonstrates how electoral corruption infiltrated almost every sector of Spanish life, thus excluding the masses from organized politics and giving them a bitter choice between apathetic acceptance of a decrepit government or violent revolution. So ineffective was the Republic—which had been launched in 1873—that it paved the way for a military coup and dictatorship, led by Miguel Primo de Rivera in 1923, exacerbating widespread profiteering and fraud. When Rivera was forced to resign in 1930, his fall brought forth a succession of feeble governments, stoking rancorous tensions that culminated in the tragic Spanish Civil War. With astonishing detail, Preston describes the ravages that rent Spain in half between 1936 and 1939. Tracing the frightening rise of Francisco Franco, Preston recounts how Franco grew into Spain’s most powerful military leader during the Civil War and how, after the war, he became a fascistic dictator who not only terrorized the Spanish population through systematic oppression and murder but also enriched corrupt officials who profited from severe economic plunder of Spain’s working class. The dictatorship lasted through World War II—during which Spain sided with Mussolini and Hitler—and only ended decades later, in 1975, when Franco’s death was followed by a painful yet bloodless transition to republican democracy. This groundbreaking history of the Spanish Civil War (1936–39) examines, for the first time in any language, how General Francisco Franco and his Nationalist forces managed state finance and economic production, and mobilized support from elites and middle-class Spaniards, to achieve their eventual victory over Spanish Republicans and the revolutionary left. The Spanish Nationalists are exceptional among counter-revolutionary movements of the twentieth century, Michael Seidman demonstrates, because they avoided the inflation and shortages of food and military supplies that stymied not only their Republican adversaries but also their counter-revolutionary counterparts—the Russian Whites and Chinese Nationalists. He documents how Franco’s highly repressive and tightly controlled regime produced food for troops and civilians; regular pay for soldiers, farmers, and factory workers; and protection of property rights for both large and small landowners. These factors, combined with the Nationalists’ pro-Catholic and anti-Jewish propaganda, reinforced solidarity in the Nationalist zone.
