Excerpt from South America on the Eve of Emancipation: The Southern Spanish Colonies in the Last Half-Century of Their Dependence In a book called The Establishment of Spanish Rule in America, published in 1898, the present writer gave some account of the origin and earlier history of the institutions framed for the government of Spanish America. This volume aims to present some phases of colonial history and social organization in the last part of the eightteenth century, particularly as they appear in the southern half of South America) The annals of the colonies furnish interesting episodes, but not material for a sustained dramatic narrative. There are periods in the history of some of the colonies, during which one observes few social changes. Men live as their fathers lived and die as their fathers died; and the history of their communities for generations may be told in a few sentences. In attempting to make a connected story of the events of these periods, a writer runs the risk of producing merely a chronicle, or of doing violence to the perspective of time. The task here undertaken is to present certain conspicuous events, institutions, and phases of life, that may illustrate the state of the southern Spanish colonies on the eve of the revolution which gave them independence. It is republished by the Louisiana Historical Quarterly with the consent of Mr. Priestley and we are quite sure that Louisiana students of Spanish institutions In Louisiana will be quick to appreciate this very valuable contribution to a subject that up to this time has been very Inadequately treated here or elsewhere. With the light thrown on the subject by Mr. Priestley's essay, many of the misunderstood features of the Spanish Cabildo in Louisiana will be restored to their true position in our history. Henry P. Dart. Spanish Colonial Municipalities. The municipal organization of Castile, transferred to America soon after the advent of Columbus, began to function with no lack of vitality. The first conquerors brought to the New World a traditional love of liberty and a spirit of strong local autonomy which promised fair for development in the conquered and colonized territory. But during the sixteenth century the Spanish peninsular municipio was reduced from its earlier importance and power, being subjected to centralized control by officers of the crown. These were the gobernadores, corregidores, and alcaldes mayores, who went out to hold the local areas in the name of the national authority. These centrally appointed officers substituted for the direct democracy guaranteed by the municipal fueros, (charters), and for the system of local legislation arising from the petitions of the towns through their procuradores, a direct central legislation under royal cedulas, cartas, and instrucciones. Excerpt from A Guide to the Art of Latin America The fact that no such book exists is indeed the principal justification for this bibliography. The reader must search among a multitude of articles and rare publications for the scattered information which will give a picture of the whole. Many items included here may seem out side the subject; but Latin American art is an undeveloped field, and we must look to authors writing on other matters for information and suggestions. For example, there is not one book or article which deals thoroughly with the colonial art of Bolivia, although Bolivia in that period produced some of the most original and interesting work of the whole Spanish American empire. In such a situation, any publication which contains good photographs or exact descriptions, or which can shed light on any aspect of colonial life in Bolivia, is valuable. In this larger sense, there is a good deal of information available in print, and the size of this bibliography - already selective - has surprised the editors. Naturally the principle of selection has varied for each country with the material available in the field of art, and such collateral reading has been admitted more sparingly in the case of countries like Mexico and the Argentine which ofier richer bibliographies of art.
