Special Reconnaissance (SR) is defined as reconnaissance and surveillance actions conducted by Special Forces (SF) to obtain or verify, by visual observation or other collection methods, information concerning the capabilities, intentions, and activities of an actual or potential enemy or to secure data concerning the meteorologic, hydrographic, geographic, or demographic characteristics of a particular area. It includes target acquisition, area assessment, and poststrike reconnaissance.Field manual (FM) 31-20-5 provides the doctrinal basis for the conduct of SR missions across the operational continuum. It is a continuation of the doctrinal education process that begins with Joint Publication 3-05.5 and FMs 100-25 and 31-20. This manual provides information and guidance to SF commanders, staffs, and operational personnel at battalion and lower echelons (Special Forces operational detachments [SFODs] C, B, and A) in their conduct of SR.It is a general guide and does not eliminate the requirement for well-written, practiced, and mission-essential task list (METL)-driven standing operating procedures (SOPs). It was written under the assumption that the user understands the basic fundamentals of reconnaissance and surveillance operations. However, it expands on this basic information by providing a number of historical examples to highlight key points throughout the text as well as advanced tactics, techniques, procedures, and references to support future SF operations. Users of this FM should adapt its contents to meet the situation and knowledge and skill levels of the SFOD to be employed through the mission, enemy, terrain, troops, and time available (METT-T) analysis system.The chapters provide general SR mission procedures and information. This information is ordered chronologically from receipt of the unit mission letter through postmission activities. Examples of specific SR techniques and procedures are provided in the appendices. The order of the appendices follows the order they appear in the text. This organization permits the user of this FM to review the basics of SR mission performance from beginning to end without becoming embroiled in a mass of detail with which the user may be thoroughly familiar.For those users only interested in the details of specific techniques, the appendices provide reference material keyed to the generic activities in the text.

Before the industrial age, human beings routinely relied upon tracking skills for tens of thousands of years as a means to run down prey, avoid predators and determine whether other tribes were transiting their land. To see an indigenous tracker at work, one could almost swear that the uncanny skills were based in part on telepathy. Nothing could be further from the truth - trackers rely upon a suite of standard rules and techniques which can be learned by anyone and put to good use in the field. Although it will take years of practise and training for tracking abilities to develop to the extent they become almost unconscious, the basics skills of tracking and countertracking are worth learning for every soldier. It is therefore not surprising that the US Army Special Forces have been steadily reviving the nearly lost arts of tracking and countertracking for the past several years. Until the mid-1980s, the US Army lacked a dedicated mounted special operations capability. Recognizing that traditionally dismounted Special Forces operations in desert environments were unrealistic, the 1st Special Operations Command and the 5th Special Forces Group (SFG) authorized the formation of two elements in 1984 in order to develop mounted doctrine and operational techniques. Elements of Company A, 1st Battalion, 5th SFG, moved to Fort Bliss, Texas, and, in the autumn of 1986, began to fulfil this mission.Early detachments were equipped with M880 trucks and M151 jeeps. Later, they appraised, evaluated, and accepted the high-mobility multipurpose wheeled vehicle (HMMWV) as the interim desert mobility vehicle.In October 1987, A 1/5th SFG produced a summary of the lessons learned between 1985 and 1987. The initial intent of the compendium was to provide a reference for the training and employment of mounted SF detachments within 5th SFG. Standard operating procedures (SOPs) and lessons learned from both 3rd SFG and 5th SFG were incorporated, and procedures for new or improved equipment were added. Although many of the tactical principles remained essentially unchanged, revisions were necessary to account for equipment updates, such as the new ground mobility vehicle (GMV) and Global Positioning System (GPS) devices.This ATP encompasses the tactics, techniques, procedures, and lessons learned by personnel at Fort Bliss, Fort Campbell, Fort Bragg, and overseas, as well as data extracted from Operations DESERT SHIELD, DESERT STORM, RESTORE HOPE, PROVIDE DEMOCRACY, ENDURING FREEDOM, and IRAQI FREEDOM.This ATP is designed primarily to serve as a reference for the training and employment of mounted SF detachments operating in desert terrain during long-term, unassisted operations; however, the information in this ATP may also be applied to any SF long-range vehicular operation.As with all doctrinal manuals, ATP 3-18.14 is authoritative but not directive. It serves as a guide and does not preclude SF units from developing their own SOPs to meet their needs.
