Marcel Cigrang, een van de oprichters van de maritieme groep Cobelfret, werkte voor en tijdens de Tweede Wereldoorlog nauw samen met de militaire geheime dienst van de nazis. Een volwaardige geheim agent was hij wellicht niet, maar toch minstens een sympathisant en medewerker van de Duitse Abwehr. Dit stukje tot nog toe onbekende geschiedenis staat uitvoerig beschreven in Spionnen aan de achterdeur, het jongste boek van historicus Etienne Verhoeyen. Verhoeyen ontrafelt in zijn boek nauwgezet de activiteiten van de agenten en informanten van de Abwehr die in ons land werden ingeschakeld. Geval per geval heeft hij uitgezocht hoe ze in contact kwamen met de spionage- en sabotagedienst van de Wehrmacht, wanneer en door wie ze werden gerekruteerd, welke opleiding ze kregen (zoals in het gebruik van geheimschrift, radiozenders of explosieven), welke schuilnamen en codenummers ze kregen, in welke hotels en cafés ze hun opdrachtgevers ontmoetten, hoe ze met elkaar communiceerden, wat ze precies deden en hoeveel ze ervoor werden betaald. Dat levert een duizelingwekkende stoet op van vele honderden agenten, Belgen en buitenlanders, vaak avonturiers of kerels van twaalf stielen en dertien ongelukken. Sommigen waren ideologisch gemotiveerd, want nogal wat kandidaten kwamen uit het Vlaams Nationaal Verbond (VNV) of andere collaboratiebewegingen, maar meestal besloten ze toch voor de Duitsers te werken omwille het geld en de bijkomende voordelen. In veel gevallen zal het geldgewin een rol hebben gespeeld, stelt Verhoeyen. Waarbij dient aangestipt dat de reële benarde economische situatie van een aantal onder hen in de jaren dertig van doorslaggevende aard kan geweest zijn. Verscheidene van de hier beschreven agenten waren werkzoekend op het moment van hun rekrutering. Wij zagen dat de Abwehr daar handig op inspeelde, bijvoorbeeld door via advertenties een bijverdienste of een lening aan te bieden. Die advertenties mikten vaak expliciet op (ex-)beroepsmilitairen of ambtenaren. De belangstelling van de Abwehr voor speelzalen is eveneens te verklaren doordat mensen in geldnood geacht werden sneller voorstellen van een inlichtingendienst te aanvaarden. Daarnaast had de Abwehr ook opvallend veel belangstelling voor horecapersoneel. Handelsreiziger Dankzij de gedetailleerde beschrijving van de rekrutering, de motivatie en de werkwijze van de agenten op het terrein kunnen uit het boek wellicht ook vandaag nog steeds strategische, tactische en operationele lessen worden getrokken door de hedendaagse inlichtingendiensten. De Abwehr ging destijds zeer professioneel tewerk en opereerde op internationale schaal, en voor de Belgische veiligheidsdiensten was het quasi onmogelijk om efficiënt weerwerk te bieden. Enkel de Britse en Franse geheime diensten konden af en toe de Duitse netwerken penetreren en ontmaskeren. Merkwaardig is dat nogal wat Duitse agenten zich voordeden als handelsreiziger in scheermesjes of als postzegelverzamelaars. Een veel gebruikte techniek was ook het opzetten van bedrijven, die vaak echte commerciële activiteiten ontplooiden en tegelijk dienden als camouflage voor spionagewerk. Vooral in de Antwerpse haven, een draaischijf voor allerlei internationale contacten, was de Duitse spionagedienst zeer actief. Wapens voor IRA Officieel werd Cobelfret (voluit Compagnie Belge dAffrètements) opgericht in 1928 door de Leon Cigrang. Volgens Spionnen aan de achterdeur dateert de oprichting echter van 1939 en ging er aan het ontstaan van de haven- en transportgroep een hele voorgeschiedenis vooraf, die nauw verweven was met spionagewerk voor de Abwehr. Leon Cigrang (1907-1972) was inderdaad de eerste van de drie broers Cigrang die zich in Antwerpen kwam vestigen. De broers waren geboren en afkomstig uit het Groothertogdom Luxemburg en arriveerden een na een in Antwerpen. In 1932 volgde zijn jongere broer Marcel Cigrang (1912-1980). Na de oorlog, in 1950, arriveerde tenslotte de derde en oudste broer, Pierre Cigrang (1903-1974), in de Scheldestad. Nog tijdens zijn studies aan het Hoger Handelsinsituut in Antwerpen ging Marcel aan de slag als bediende bij het Antwerpse expeditiebedrijf Sabat (SA Belge dAffrètements et de Transports). Sabat was een joint-venture tussen de Luikse firma Sabech en de Duitse rederij Schuchmann. De directeur van Sabat was Helmut Thimm, een Duitse scheepsmakelaar die tevens optrad als agent en later Forscher (werfagent of rekruteur) van de Abwehr. De familie Schuchmann bezat in Bremen een rederij. Britse contraspionage In de jaren dertig trok dit bedrijf meer dan eens de aandacht van de Britse contraspionage, schrijft Verhoeyen, omdat in 1932 werd vastgesteld dat een schip van de rederij Schuchmann betrokken was bij het leveren van wapens aan Ierse nationalisten, en dat de vertegenwoordiger van de rederij Schuchmann in Groot-Brittannië, Samuel Stewart, in 1935 zowat de tussenpersoon was tussen Duitsland en de IRA op het stuk van wapenleveringen. Ook Stewart was vrijwel zeker een agent van de Abwehr. De Franse contraspionage en de Antwerpse politie hielden Thimm en zijn firma Sabat eveneens in de gaten. In september 1938 vertrok Marcel Cigrang naar Londen, waar hij de leiding kreeg van een Brits filiaal van Sabat: het scheepsbedrijf United Chartering & Shipbroking Ltd. De Britse inlichtingendienst hield ook deze firma scherp in de gaten. Verhoeyen: In september 1939 werd United Chartering op de zwarte lijst geplaatst en werd Cigrang te verstaan gegeven dat hij Engeland beter kon verlaten aangezien het bedrijf werd overgenomen door de Custodian of Enemy Property. De Britse geheime dienst MI5 had immers ontdekt dat Helmut Thimm aandeelhouder en directeur was van de Londense firma. Britse bedrijven mochten geen handel drijven met ondernemingen die op de zwarte lijst stonden omdat er Duits kapitaal inzat of omdat ze hoofdzakelijk op handel met Duitsland gericht waren. De Britten verweten Thimm ook oneerlijke handelspraktijken. Soconaf en Cobelfret Nadat Sabat was opgedoekt, ontstonden twee andere firmas: Soconaf en Cobelfret. Het was niet ongebruikelijk dat bedrijven die op de zwarte lijst stonden nevenbedrijven oprichtten om de Britse maatregelen te omzeilen. Marcel Cigrang keerde noodgedwongen terug naar Antwerpen, maar inmiddels stond Sabat eveneens op de zwarte lijst van de Britten. Duitse schepen konden de Britse blokkade van de Schelde niet doorbreken, zodat het bedrijf zonder werk viel. Nadat ook Sabat was opgedoekt, ontstonden op initiatief van Thimm twee andere firmas: Soconaf en Cobelfret. Het was niet ongebruikelijk dat bedrijven die op de zwarte lijst stonden nevenbedrijven oprichtten om de Britse maatregelen te omzeilen, noteert Verhoeyen. Op papier was Soconaf (Société de Consignation et dAffrètement) eigendom van een voormalige bediende van Sabat, ene Armand Gaby. Na de oorlog heeft Gaby toegegeven dat hij slechts als stroman was opgetreden en dat Thimm en Cigrang de échte aandeelhouders waren. Thimm en Cigrang waren eveneens partners in het tweede expeditiebedrijf, Cobelfret, dat op 10 oktober 1939 werd gesticht met Cigrang als zaakvoerder. In werkelijkheid was en bleef Soconaf het bedrijf van Thimm, stelt Verhoeyen. Via het Duitse consulaat-generaal in Antwerpen zou hij opdracht hebben gekregen om metalen op te kopen die voor Duitsland bestemd waren. Deze commerciële activiteiten van Soconaf staan op het eerste gezicht ver af van de Abwehr, maar dat is slechts schijn. Vermoedelijk in 1939, kwam Thimm in contact met Dr. Renken. Dit was één van de vele deknamen van Nikolaus Ritter, een officier van de Abwehr die belast was met het organiseren van luchtvaartspionage in de Verenigde Staten en Groot- Brittannië. Ritters dekmantel bij zijn verplaatsingen naar Antwerpen was werk voor een of andere vage Reichstelle, waarvoor hij in België echte of vermeende aankopen deed, bijvoorbeeld van metalen bij Soconaf. Bij zijn dienstreizen naar België logeerde Ritter gewoonlijk bij Thimm, in diens appartement aan de Rubenslei, omdat het gevaar voor ontdekking daar kleiner was dan in hotels, waar portiers en baliepersoneel zijn aanwezigheid wel eens konden signaleren aan diensten die er beter onwetend van bleven. Bommen in batterijen In de Antwerpse kantoren van Sabat en Soconaf organiseerden Ritter, tussen oktober 1939 en april 1940, een aantal vergaderingen met Abwehr-agenten, onder wie ook een dubbelagent die in feite voor de Britse MI5 werkte. Deze dubbelagent was de Welshman Arthur Owens, alias Johnny, alias Snow. Zijn commerciële dekmantel was de handel in batterijen en accus die onder meer in onderzeeboten konden gebruikt worden. In het kader van de geplande Duitse invasie in Groot- Brittannië werden tijdens die ontmoetingen plannen gesmeed om explosieven met een Duitse duikboot naar Swansea in Zuid-Wales te sturen. De springstoffen moesten dienen om Britse schepen te saboteren of in Engeland een vliegveld of een fabriek van militair materieel op te blazen. De bommen, voorzien van een tijdmechanisme, zouden gecamoufleerd worden als oplaadbare batterijen, die door Soconaf moesten worden geleverd aan de nepfirma van Owens. In maart 1940 liet MI5 via Owens duizend batterijen bij Soconaf bestellen, nadat de firma hem een monster had gestuurd, schrijft Verhoeyen. Soconaf zou bij een Deens bedrijf twintig batterijen van 150 volt bestellen. Deze batterijen zouden naar België komen via Hamburg, waar ze zouden vervangen worden door batterijen waarin zich explosieven zouden bevinden, maar die niettemin bij een test batterijen van 150 volt zouden blijken te zijn. Na de inval van het Duitse leger, in mei 1940, werden de plannen afgeblazen. Thimm werd vervolgens officieel zaakvoerder en grootste aandeelhouder van Soconaf. Marcel Cigrang werd aangesteld tot directeur, maar nam in juni 1941 wegens meningsverschillen ontslag. Een na de oorlog door het Militair Gerecht aangestelde accountant stelde vast dat het bedrijf vrijwel uitsluitend opdrachten voor de Wehrmacht uitvoerde (vervoer van bouwmaterialen voor verdedigingswerken aan de kust, en van meel, dakpannen en stenen naar Duitsland). Patiserie Ook tijdens de Duitse bezetting zaten Thimm en Cigrang nog samen in zaken. In 1941 nam Cigrang de patisserie en tearoom La Coupe Glacée aan de Antwerpse De Keyerlei samen met Thimm over van de joodse eigenaars, meldt Verhoeyen. Volgens Cigrang ging het niet om een gedwongen verkoop omwille van de raciale afkomst van de eigenaars. In een opzettelijk onvolledig gehouden naoorlogs curriculum vitae vermelde Cigrang enkel dat hij La Coupe Glacée kon kopen grâce à lappui financier dun groupe damis. In de loop van de volgende jaren kocht hij nog een aantal andere bedrijven uit de horeca-sector. Over zijn vennoten vermeldde hij geen bijzonderheden, behalve dat ze allen bekend stonden om hun vaderlandslievende en anti-Duitse gezindheid. Enkel voor La Coupe Glacée gaf hij toe dat zijn vennoot (Thimm, die hij niet noemde) geen Belg was. Dat hij zelf bij het begin van de bezetting als Luxemburger lid was geworden van de Volksdeutsche Bewegung vond Cigrang vanzelfsprekend niet nodig te vermelden: het curriculum was immers bedoeld om te bewijzen dat op zijn gedrag tijdens de bezetting niets aan te merken viel en dat hij ervoor gezorgd had dat mensen die mogelijk voor verplichte arbeid in Duitsland in aanmerking kwamen in eigen land aan de slag konden blijven. Momenteel wordt Cobelfret geleid door de vier zonen van Camille Cigrang, met Christian Cigrang als CEO. De scheepvaartgroep is ondertussen uitgegroeid tot een gediversifieerd bedrijf, met activiteiten gaande van het intercontinentaal vervoer van droge massagoederen zoals steenkool en ertsen, de uitbating van ferrydiensten van en naar Groot-Brittannië, transport van autos, lijnvaart op de Noordzee en het exploiteren van haventerminals. Samen was dat in 2009 goed voor een omzet van 840 miljoen euro en 1.300 werknemers. De groep is een van de belangrijkste spelers in de Belgische havenindustrie, maar komt zelden in het nieuws. Volgens het zakenblad Trends wordt de bedrijfsstijl van Cobelfret in maritieme kringen omschreven als mediaschuw, gehaaid en meedogenloos.

Many intelligence practitioners feel that the statutory footing on which intelligenceagencies have been placed forms an impediment to confronting unprecedented contemporarychallenges. On the basis of case studies spanning the period from the First WorldWar to the present, this book argues that while the intelligence community in the era ofglobalization has indeed come to face new and complex challenges that require adaptation,operating in demanding and changing environments is not new at all. This book questionsthe conventional wisdom of 9/11 or the end of the Cold War as caesurae. Compared to many of MI5's other double agents, HARLEQUIN’s career was very short-lived, lasting only for a few months in 1943. However, during that time he provided insights into the various parties involved in the Appeasement process in 1938; the Czech crisis of 1939; the enterprises of a Franco-American businessman who hosted the Duke and Duchess of Windsor’s marriage in France; the espionage activities of an aristocratic German family; Admiral Canaris, the head of the Abwehr – many of the Abwehr’s personalities with whom he had come into contact or had known about and the agents he employed – as well as relations between the disparate organisations of the German intelligence services – the Abwehr, Gestapo, and Sicherheitsdienst (SD), the intelligence arm of the SS. Furthermore, he revealed the German Armistice Commission’s involvement in espionage and their links to the Abwehr. MI5 shared this intelligence with the FBI and the Office of Strategic Services (OSS) before HARLEQUIN requested that he be returned to American custody where he remained for the rest of the war.
