Zudem stabilisierte sie das "polykratische" NS-Herrschaftssystem durch beständige Koordinationsleistungen, wie der Autor vor allem für die Kriegszeit belegt. Insgesamt wandelt sich so das Bild der Kommunalverwaltung von einem Widerpart der Partei hin zu einer tragenden Säule des NS-Regimes.
