We study large-scale service systems with multiple customer classes and many statistically identical servers. The following question is addressed: How many servers are required (staffing) and how does one match them with customers (control) in order to minimize cost or maximize profit, subject to quality of service (QoS) constraints? We tackle this question by characterizing scheduling and staffing schemes that are asymptotically optimal in the limit, as system load grows to infinity. The main asymptotic regime considered is the many-server heavy-traffic Quality and Efficiency Driven (QED) regime. The Efficiency Driven (ED) regime is also studied. In the QED regime, which was formally introduced by Halfin and Whitt, a delicate balance is obtained between server efficiencies and quality of service. This balance is enabled by the economies of scale associated with the system size. Our main findings are: a) Decoupling of staffing and control, namely (i) Staffing disregards the multi-class nature of the system and is analogous to the staffing of a single class system with the same aggregate demand and the lowest priority class cost and QoS parameters, and (ii) Class level service differentiation is obtained by using a simple threshold-priority (TP) control (with state-independent thresholds), b) Robustness of the staffing and control rules: In the QED regime, our proposed Square-Root Safety (SRS) staffing rule and TP control are asymptotically optimal with respect to various problem formulations and model assumptions. c) The QED and ED regimes are obtained as solutions of the joint staffing and control problem rather than as assumptions.

This dissertation contributes to the study of a queueing system with a single pool of multiple homogeneous servers to which multiple classes of customers arrive in independent streams. The objective is to devise appropriate staffing and scheduling policies to achieve specified class-dependent service levels expressed in terms of tail probability of delays. Here staffing and scheduling are concerned with specifying a time-varying number of servers and assigning newly idle servers to a waiting customer from one of K classes, respectively. For this purpose, we propose new staffing-and-scheduling solutions under the critically-loaded and overloaded regimes. In both cases, the proposed solutions are both time dependent (coping with the time variability in the arrival pattern) and state dependent (capturing the stochastic variability in service and arrival times). We prove heavy-traffic limit theorems to substantiate the effectiveness of our proposed staffing and scheduling policies. We also conduct computer simulation experiments to provide engineering confirmation and practical insight.

Most common queueing models used for service system design assume the servers work at fixed (possibly heterogeneous) rates. However, real-life service systems are staffed by people, and people may change their service speed in response to incentives. The delicacy is that the resulting service speed is jointly affected by staffing, routing, and payment decisions. Our objective in the paper is to find a joint staffing, routing, and payment policy that induces optimal service system performance. We do this under the assumption that there is a trade-off between service speed and quality, and employees are paid based on both. The employees each selfishly choose their own service speed in order to maximize their own expected utility (which depends on the staffing through their busy time). The endogenous service rate assumption leads to a centralized control problem in which the system manager jointly optimizes over the staffing, routing, and service rate. By solving the centralized control problem under fluid scaling, we find four different economically optimal operating regimes--critically loaded, efficiency-driven, quality-driven, and intentional idling (in which there is simultaneous customer abandonment and server idling). Then, we show that a simple piece-rate payment scheme can be used to solve the associated decentralized control problem under fluid scaling.

Many service systems exhibit service slowdowns when the system is congested. Our goal in this paper is to investigate this phenomenon and its e ffect on service performance. We modify the Erlang-A model to account for service slowdowns and perform an asymptotic analysis in the Quality-and-E fficiency Driven (QED) regime. We find that when the load sensitivity is low, the system can achieve QED performance, but the square root staffi ng parameter requires an adjustment to achieve the same performance as an ordinary Erlang-A queue. When the load sensitivity is high, the system alternates randomly between a QED and an Efficiency Driven regime performance levels. To stabilize and improve system performance in this case, we propose two solutions: to add staffing on a permanent basis or to implement a threshold admission control policy where customers are occasionally blocked or rerouted to other service systems. The former is a static solution that provides a Quality Driven regime performance, while the latter is a real-time dynamic solution that leads to QED performance.
