He, Breen, and Allison-Reumann combine qualitative and quantitative research to compare the successes and failures of attempts at federalism in Asian countries. Federalism is an increasingly common approach to improving governance and resolving ethnic conflict in Asia. However, Asian federalism faces three thorny problems. First, the ethnic federalism paradigm dominates political and intellectual life, rendering political compromise difficult and creating an obstacle to establishing or improving federalism in Asia. Second, religious fundamentalism and secular refusal to accommodate religious demands pose an existential threat to federal politics. Third, a majoritarian democracy is itself a threat to federalism in Asia and the peace and stability that it is meant to underpin. Through a truly comparative analysis, He, Breen, and Allison-Reumann investigate the potential for a hybrid-ethnic approach, religious moderation, and deliberative democracy to overcome these challenges. They analyse cases from across Asia – both successes and failures. The intensifying conflicts between religious communities in contemporary South and Southeast Asia signify the importance of gaining a clearer understanding of how societies have historically organised and mastered their religious diversity. Based on extensive archival research in Asia, Europe, and the United States, this book suggests a new approach to interpreting and explaining secularism not as a Western concept but as a distinct form of practice in 20th-century global history. In six case studies on the contemporary history of India, Indonesia, Malaysia, and Singapore, it analyses secularism as a project to create a high degree of distance between the state and religion during the era of decolonisation and the emerging Cold War between 1945 and 1970. To demonstrate the interplay between local and transnational dynamics, the case studies look at patterns of urban planning, the struggle against religious nationalism, conflicts around religious education, and (anti-)communism as a dispute over secularism and social reform. The book emphasises in particular the role of non-state actors as key supporters of secular statehood – a role that has thus far not received sufficient attention. A novel approach to studying secularism in Asia, the book discusses the different ways that global transformations such as decolonisation and the Cold War interacted with local relations to reshape and relocate religion in society. Does modernity make religion politically irrelevant? Conventional scholarly and popular wisdom says that it does. The prevailing view assumes that the onset of western modernity--characterized by the rise of nationalism, the dominance of capitalism, and the emergence of powerful state institutions--favors secularism and relegates religion to the purely private realm. This collection of essays on nationalism and religion in Europe and Asia challenges that view. Contributors show that religion and politics are mixed together in complex and vitally important ways not just in the East, but in the West as well. The book focuses on four societies: India, Japan, Britain, and the Netherlands. It shows that religion and nationalism in these societies combined to produce such notions as the nation being chosen for a historical task (imperialism, for example), the possibility of national revival, and political leadership as a form of salvation. The volume also examines the qualities of religious discourse and practice that can be used for nationalist purposes, paying special attention to how religion can help to give meaning to sacrifice in national struggle.
