Post-conflict Liberia has been subjected to extensive international state-building, at some point hosting the largest and one of the longest UN peacekeeping missions in the world, and inflow of aid that exceeds in multiples the GDP. In order to understand the international state-building efforts in Liberia, it is pertinent to reflect them against the extractive and predatory nature of the Liberian republic, and the central role natural resources exploitation and plantations have played in accommodating transnational interest in the country’s abundant natural resources and fertile land. This book focuses on the political economy of Liberian state-building, and in particular the question of the governance of natural resources. By combining a historical perspective and ethnographic knowledge, the author examines a number of interrelated questions: How was access to the state distributed in Liberian state-building? How are those to be governed and their representation included in political economic decision making, and more particularly, in decisions over natural resources governance? Support for security and justice institutions has become a crucial instrument of international engagement in fragile and conflict-affected states. In attempts to shore up security as a precondition for sustainable peace, international actors have become deeply engaged in reforming the security agencies and security governance institutions of states emerging from conflict. "This volume analyzes the impediments that local conditions pose to successful outcomes of nation-building interventions in conflict-affected areas. Previous RAND studies of nation-building focused on external interveners' activities. This volume shifts the focus to internal circumstances, first identifying the conditions that gave rise to conflicts or threatened to perpetuate them, and then determining how external and local actors were able to modify or work around them to promote enduring peace. It examines in depth six varied societies: Cambodia, El Salvador, Bosnia and Herzegovina, East Timor, Sierra Leone, and the Democratic Republic of the Congo. It then analyzes a larger set of 20 major post-Cold War nation-building interventions. The authors assess the risk of renewed conflict at the onset of the interventions and subsequent progress along five dimensions: security, democratization, government effectiveness, economic growth, and human development. They find that transformation of many of the specific conditions that gave rise to or fueled conflict often is not feasible in the time frame of nation-building operations but that such transformation has not proven essential to achieving the primary goal of nation-building -- establishing peace. Most interventions in the past 25 years have led to enduring peace, as well as some degree of improvement in the other dimensions assessed. The findings suggest the importance of setting realistic expectations -- neither expecting nation-building operations to quickly lift countries out of poverty and create liberal democracies, nor being swayed by a negative stereotype of nation-building that does not recognize its signal achievements in the great majority of cases."--Page 4 of cover.

This book examines a new type of state formation evoked by the rise of transnational rule, what Schia calls franchised states. Drawing on anthropological studying-through fieldwork within the UN organization, he demonstrates how peacebuilding activities turned Liberia into an object of governing, whereby the UN, in seeking to build the state, also became the state. The sovereign state of Liberia here emerges as a franchise rather than a self-contained entity. Two implications follow: First, that international peacebuilding turns post-conflict countries into clients of the international community. Second, that “sovereignty” is no longer exclusively associated with the state: it is organized in and through specific practices of governing where a state actor is only one among a range of actors. With these findings, the book moves beyond previous work on peacebuilding by focusing on the unbundling of sovereignty. It contributes to the literature on the changing forms of sovereignty by showing the specific ways in which sovereignty is organized, packaged and enacted, often by actors working under international auspices. At the turn of the twenty-first century, manipulation of the democratic process coupled with preexisting political and economic grievances led to years-long civil wars in Sierra Leone, Liberia, and Côte d'Ivoire. During and after these conflicts, international peacekeeping efforts and humanitarian intervention became the dominant paths for restoring stability by rebuilding the state. Using these three countries as case studies, this manuscript sheds light on internationally driven state building in war-torn West African nations, the problematic nature of the postcolonial state, and the difficulties of securing its people's wellbeing. Connecting peace and conflict, democracy, and international development studies, Bah and Emmanuel argue that there is a clear nexus between the concepts and practices of peace building and statebuilding; that peace building and statebuilding are not domestic matters alone but also matters of global intervention; and that civil wars can be viewed as opportunities for state building through creative postwar partnerships and organization. This study goes beyond the familiar concepts of failed states, R2P, peacekeeping, and peace mediation and introduces and enhances the concepts of state decay, new humanitarianism, people-centered liberalism, and institutional design. In doing so, it provides critical lessons that local and international actors can draw on as they try to figure out practical solutions to the political, economic, and social problems that impede the development of peaceful and democratic multiethnic postcolonial states in Africa and beyond. In the aftermath of the Liberian civil war, groups of ex-combatants seized control of natural resource enclaves in the rubber, diamond, and timber sectors. With some of them threatening a return to war, these groups were widely viewed as the most significant threats to Liberia's hard-won peace. Building on fieldwork and socio-historical analysis, this book shows how extralegal groups are driven to provide basic governance goods in their bid to create a stable commercial environment. This is a story about how their livelihood strategies merged with the opportunities of Liberia's post-war political economy. But it is also a context-specific story that is rooted in the country's geography, its history of state-making, and its social and political practices. This volume demonstrates that extralegal groups do not emerge in a vacuum. In areas of limited statehood, where the state is weak and political authority is contested, where rule of law is corrupted and government distrust runs deep, extralegal groups can provide order and dispute resolution, forming the basic kernel of the state. This logic counters the prevailing 'spoiler' narrative, forcing us to reimagine non-state actors and recast their roles as incidental statebuilders in the evolutionary process of state-making. This leads to a broader argument: it is trade, rather than war, that drives contemporary statebuilding. Along the way, this book poses some uncomfortable questions about what it means to be legitimately governed, whether our trust in states is ultimately misplaced, whether entrenched corruption is the most likely post-conflict outcome, and whether our expectations of international peacebuilding and statebuilding are ultimately self-defeating.
