Excerpt from State Education for the People With the organisation of State Education in 1854, and with the educational activity which immediately preceded its introduction, the scene changed. Different tests of fitness were exacted, and a new order of men came to the front. The list showed that out of 240 Native Pleaders admitted from 1852 to 1868, no fewer than 239 were Hindus and only one survivor was a Musalman. Passing to the next grade in the profession, the attorneys, proctors and solicitors of the High Court of Calcutta, on the side of Original Jurisdiction, there were in 1869 twenty-seven Hindus and not one Musalman. Among the rising generation of articled clerks there were twenty-six Hindus and again not one Musalman. Alike there fore in higher official employments, and in the higher practice of the law, the Muhammadans had fallen out of the race in Bengal before the end of the first fifteen years of State Education on the lines laid down in 1854.
