Presented through an investigation of Sengoku Japan and Republican China, this book proposes an innovative explanation of state formation that focuses on ideational and geographic factors. This study addresses the question; why are some collapsed states able to reconstitute themselves where others have not? Graham F. Odell employs two cases of successful state reconstitution – Republican China (1912-1949) and Sengoku Japan (1477-1615) – to derive a new theoretical framework around this question. These cases are distinct across several significant factors, making them ideal for a research design that seeks to formulate an original theoretical explanation for a phenomenon. Taken together, these two periods of Chinese and Japanese history are paradigmatic cases of state collapse and reconstitution and thus intrinsically compelling to the study of state formation. By developing a new theory of successful state reconstitution through emphasizing the roles of ideology, political symbolism and the geographical distribution of social power, this text provides an answer to the question that has not only scholarly and practical implications, but also a wide geographical applicability. In The State and the University Experience in East Africa, Professor Kithinji explores the critical yet unacknowledged role that universities have played in the politics of statehood and nation building. He demonstrate how successive colonial and postcolonial governments have sought to use university education as a means to advance political and economic interests. He seeks to unravel the connection between universities and the state in East Africa, particularly in Kenya. Thorough narrative and analytical history of the policies and politics of university education in the past half-century and more explore the forces that have influenced the development of universities. This study identifies three major policy trends that have shaped university education. Beginning from 1949, when the British colonial government founded Makerere University College in Uganda as the first degree granting institution for East Africa, until 2002, when the second President of Kenya, Daniel arap Moi, retired from office and his Kenya African National Union (KANU) that had ruled since independence in 1963 lost power. The gestation period of this collection has been lengthy even by academic stan dards. Some of our long-suffering contributors prepared their original drafts for a workshop held in Nairobi in 1967, and although they have all up-dated their contributions they are still essentially reporting on research conducted in the late 1960s. However, we feel that their various findings and analyses of the issues they respectively treat have a continuing validity in our comprehension of the problem of rural development. Other contributions reporting on more recent work have been incorporated at different times since, most of them not commissioned especially for this symposium but all adding something to our understanding of the problem. The slow accumulation of material which makes up this fmal collection parallels an evolution in our own collective thinking, if indeed not that of most students of 'development' over the past decade. The progression has not been towards fmal clarification of the complex and changing East African realities, nor towards formulation of an accepted model for their analysis; rather, it has been marked by the questioning of the initial, somewhat simplistic assumptions with which some of us started out and a continuing debate and widening polar ization of views about the significance of that process of government 'pene tration' of the rural areas which is our focus, about the positive or negative value of 'development' policies in East Africa and, indeed, about the appropri ate theoretical approaches to the study of 'development' in general.

Why is the Horn such a distinctive part of Africa? This book, by one of the foremost scholars of the region, traces this question through its exceptional history and also probes the wildly divergent fates of the Horn's contemporary nation-states, despite the striking regional particularity inherited from the colonial past. Christopher Clapham explores how the Horn's peculiar topography gave rise to the Ethiopian empire, the sole African state not only to survive European colonialism, but also to participate in a colonial enterprise of its own. Its impact on its neighbours, present-day Djibouti, Eritrea, Somalia and Somaliland, created a region very different from that of post-colonial Africa. This dynamic has become all the more distinct since 1991, when Eritrea and Somaliland emerged from the break-up of both Ethiopia and Somalia. Yet this evolution has produced highly varied outcomes in the region's constituent countries, from state collapse (and deeply flawed reconstruction) in Somalia, through militarised isolation in Eritrea, to a still fragile 'developmental state' in Ethiopia. The tensions implicit in the process of state formation now drive the relationships between the once historically close nations of the Horn.
