State Formation in the Liberal Era offers a nuanced exploration of the uneven nature of nation making and economic development in Peru and Mexico. Mexico and Peru are widely regarded as two great centers of Latin American civilization. This book is the first systematic comparison of the civic integration of Jews in the United States and France--specifically, from the two countries' revolutions through the American republic and the Napoleonic era (1775-1815). Frederic Jaher develops a vehicle for a broader and uniquely rich analysis of French and American nation-building and political culture. He returns grand theory to historical scholarship by examining the Jewish encounter with state formation and Jewish acquisition of civic equality from the perspective of the "paradigm of liberal inclusiveness" as formulated by Alexis de Tocqueville and Louis Hartz. Jaher argues that the liberal paradigm worked for American Jews but that France's illiberal impulses hindered its Jewish population in acquiring full civic rights. He also explores the relevance of the Tocqueville-Hartz theory for other marginalized groups, particularly blacks and women in France and America. However, the experience of these groups suggests that the theory has its limits. A central issue of this penetrating study is whether a state with democratic-liberal pretensions (America) can better protect the rights of marginalized enclaves than can a state with authoritarian tendencies (France). The Tocqueville-Hartz thesis has become a major issue in political science, and this book marks the first time it has been tested in a historical study. The Jews and the Nation returns a unifying theory to a discipline fragmented by microtopical scholarship.

This book explores the life and times of Ecuador's most controversial politician within the broader context of the new political history, addressing five major themes of nineteenth-century Latin American history: the creation of political networks, the divisiveness of regionalism, the bitterness of the liberal-conservative ideological divide, the complicating problem of caudillismo, and the quest for progress and modernization. Two myths traditionally associated with García Moreno's rule are debunked. The first is that he created a theocracy in Ecuador. Instead, the book argues that he negotiated a concordat with the Papacy giving the national government control over the church's secular responsibilities, and subordinated the clergy, many of whom were highly critical of García Moreno, to the conservative state. A second, frequently repeated generalization is that he created a conservative dictatorship out of touch with the liberal age in which he lived. Instead, the book argues that moderates held sway during the first nine years of García Moreno's period of influence, and only during his final term did he achieve the type of conservative state he thought necessary to advance his progressive nation-building agenda. In sum, this book enriches our understanding of many of the notions of state formation by suggesting that conservatives like García Moreno envisioned a program of material progress and promoting national unity under a very different formula from that of nineteenth-century liberals.

A Tributary Model of State Formation: Ethiopia, 1600-2015 addresses the perplexing question of why a pedigreed Ethiopian state failed to transform itself into a nation-state. Using a comparative-institutionalist framework, this book explores why Ethiopia, an Afroasian civilizational state, has yet to build a modern political order comprising a sturdy state, the rule of law, and accountability to the ruled. The book provides a theoretical framework that contrasts the European and the Afroasian modes of state formation and explores the three major variants of the Ethiopian state since 1600 (Gondar, Shewa, and Revolutionary). It does this by employing the conceptual entry point of tributarism and teases out the implications of this perspective for refashioning the embattled postcolonial African political institutions. The primary contribution of the book is the novel framing of state formation through the lens of a landed Afroasiatic peasantry in giving rise to a fragile state whose redistributive preoccupation preempted the emergence of a productive economy to serve as a buoyant revenue base. Unlike feudal Europe, the dependence of the Afroasian state on arm’s-length overlordship rather than on tightly-managed landlordship incentivized endemic extractive contests among elites with the capacity for violence for the non-fixed tribute from independent wealth producers. Tributarism, I argue here, stymied the transition from a resilient statehood to a robust nation-statehood that befits an open-order society.
