Privatization is an unproven solution which is proving difficult to implement on a major scale. Intermediate solutions may therefore prove to be the way forward. This book focuses on one of these: the state holding company. It first discusses the state holding company as a managerial form, which permits decentralised public enterprise management, and offers a framework for its analysis. Then, drawing upon the experience of both developed and developing countries, it examines the extent to which the indirect state ownership of public enterprises through holding companies can contribute to transition processes. It shows that the experience of countries like Italy, Egypt and Algeria has direct relevance for institutional structures evolving in the newly transforming countries of Eastern Europe, which are struggling to find a balance between public enterprise ownership and efficiency.

Public value theory has advanced over the past 30 years, but there is a need to extend its boundary outwards into new contexts and update its discourse to reflect new social challenges. We are now trying to create value in a globalized world, with supranational entities, with new international alliances and institutions, in a frightening post-truth era. How can public managers grapple with these emerging realities? This book seeks to provide answers to such public value questions by applying powerful budgeting perspectives. Using case studies of independent budget offices, key fiscal instruments, and leading public value frameworks, this book stands out in its use of budgetary lenses to answer pertinent questions about the multidimensional processes of value creation by and for a wider society. Although Asia has a long history of governance practices, its modern governance systems have been profoundly influenced by the Western models. This book explores how the declining economic and political influences on the global stage of the USA and Europe has significantly reduced developing countries’ confidence in the public governance models promoted by the Western world. As academics have begun to challenge the assuredness of the conventional logic of ‘Western = Global = Best’, scholarship has also grown on the contextualized governance experiences in Asia. This timely volume explores the emergence of Asian models of governance, taking into account the shifting global political economic landscape and the region’s rapid growth in recent decades. Could there be Asian models of governance that are distinct from the Western ones? If so, what are the key characteristics?
