Ernst-Wolfgang Böckenförde (b. 1930) is one of Europe's foremost legal scholars and political thinkers. As a scholar of constitutional law and a judge on Germany's Federal Constitutional Court (December 1983 - May 1996), Böckenförde has been a major contributor to contemporary debates in legal and political theory, to the conceptual framework of the modern state and its presuppositions, and to contested political and ethical problems. Thus, his writings have shaped not only academic but also wider public debates from the 1950s to the present, to an extent that few European scholars can match. As a federal constitutional judge and holder of one the most important and most trusted public offices, Böckenförde has influenced the way in which academics and citizens think about law and politics. During his tenure as a member of the Second Senate of the Federal Constitutional Court, several path-breaking decisions for the Federal Republic of Germany were handed down, including decisions pertaining to the deployment of missiles, the law on political parties, the regulation of abortion, and the process of European integration. This book provides a comparative analysis of the legal frameworks of six Latin American central banks to determine whether there is legal certainty regarding central bank autonomy. Based on this, it ascertains whether the way in which legal institutions are designed – specifically those that rule the autonomy of the central bank – provides reasons to believe that central banks can keep inflation at bay even if governments face fiscal problems or pursue contradictory objectives. The analysis covers three key areas: a constitutional analysis, a detailed study of the central bank statutes and a study of a number of underexplored threats to central bank autonomy. After defining and identifying different types of legal certainty and linking them to the credibility of government promises, the author goes on to examine the grounds that the law provides for confidence that central banks operate independently of political influence. The second part of the book focuses on a granular analysis of the legal design of the central banks’ objectives and autonomy. Lastly, the third part features two case studies that represent little-known and unusual institutional threats to legal certainty relating to central bank autonomy, such as the interventions by the Constitutional Court of Colombia in the autonomy of the Colombian central bank, and the interventions of the Argentinean executive and legislative branches in the autonomy of Argentina’s central bank through stabilization plans introduced via emergency laws and decrees.In sum, the book suggests that there are serious doubts about the ability of Latin American central banks to maintain price stability over time. Although central banks were granted a degree of autonomy, authorities in Latin American countries are able to affect central bank decisions. Most importantly, a lack of clarity, inconsistencies, or generous exceptions in the law provide ways for authorities to influence central banks even without bending or disregarding the rules.

The book examines the military history of Aden Colony from 1839 including the fractious turn of the century Border Commissions with Turkey and the defeat of British forces near Aden by the Turks in 1915. Great Britain successfully defended the base for the rest of The Great War and throughout the Second World War.rnrnThe period after 1945 was one of rising tension as Great Britain drew down its Imperial commitments from the Near and Middle East. Britain's intention to retain a military base in Aden was rejected by Egypt, who, having embarrassed Great Britain during the 1956 Suez Crisis, set about supporting Yemeni aspirations with subversion, in concert with the Soviet Union and China. This led to Aden coming under increasing pressure from Yemeni nationalism during the late 1950 and early 1960s. When an attempt was made to murder the British High Commissioner, a State Emergency was declared. Initially, while operations were confined to the mountainous Radfan region near the border, the internal security of Aden became increasingly fragile as nationalists escalated attacks on the Security Forces and Service dependants with grenade, shootings and bomb attacks in the narrow streets.rnrnWhen the British declared that they would leave in 1967, the British forces were caught up in interfactional fighting with 20 June 1967 proving a black day with twenty British soldiers murdered. This led to the famous occupation of Crater district by Lt Col 'Mad Mitch' Mitchell and his Argyll and Sutherland Highlanders. By November that year, after conducting a masterly withdrawal in contact, the British left Aden for good.
