Why do some small, developing countries industrialize and others don’t? What factors account for different economic performance among states that are vulnerable to external shocks, crony capitalism, and political instability? This book argues that the answer lies in the structuring of state power, specifically the way different sets of governing elites – political leaders and economic technocrats – are embedded in political organisations and state institutions, and the way these elites relate to each other in the economic development policy process. Conducting a comparative historical analysis of Thailand and the Philippines, the book argues that the institutional settings of governing elites influence economic outcomes. In Thailand, political power traditionally connects to state institutions in ways that has limited the impact of political turnovers and global downturns - conducive to long-term industrial activities. In contrast, Philippine state power derives from family networks that merge social and political power, suited to fast-moving, short-term commercial interests. In focusing on this political and institutional story, the author analyses the current development dilemmas of countries, weighed down by historical legacies of unstable regimes, dependency, and social conflict, and how they are likely to develop in the future.

In the past two decades, several millions of IT-enabled services jobs have been relocated or ‘offshored’ from the US and Europe to, in particular, low cost economies around the world. Most of these jobs so far have landed in South and South-East Asia, with India and the Philippines receiving the bulk of them. This has caused profound changes in the international division of labour, and has had correspondingly wide social and economic effects. This book examines how this ‘next wave in globalization’ affects people and places in South and South-East Asia. This book examines the emergence of different forms of capitalism in Central-Eastern states in Europe and Mekong states within the Association of Southeast Asian Nations (ASEAN). All of them (but Thailand) have historically disappeared from the regional maps for long periods of time due to colonial or imperial rule. Most of them were previously members of a soviet-type economy, and they all joined ASEAN or the European Union in the 1990s or in the 2000s. These states are characterized by a strong urge toward feelings of national sovereignty due to their experiences with colonialism and imperialism. But, due to the regional economic pressures and the globalization dynamic, these states cannot articulate protectionist policies. They are forced to open their economies in order to attract Foreign Direct Investments. This results in less regulated and more political forms of capitalism than in some more developed capitalist countries. This book analyzes forms of capitalism as the arising from a combination of three conditions: the legacy of the foreign occupations, the national construction process of the sovereign state, and lastly, the dynamics of regional integration. These states' claims to national sovereignty and the manner in which they developed suggests a causative link between the forms of political domination that have presided over these transformations and the forms of capitalism that have resulted.

This book examines five countries in South East Asia that are instructive case studies of how the region has had to negotiate pathways of development beyond crises and traps. At two ends of just one decade, 1997–2007, Indonesia, Malaysia, the Philippines, Thailand and Vietnam all had to weather the shocks of an East Asian financial crisis and a global financial crisis. Some economies might have buckled completely under those shocks and been condemned to long-term stagnation. Yet these five economies, part of the larger Asian region, emerged with continued if slower economic growth. An important theme of this book is that their resilience has been partly derived from the pursuit of growth and competitiveness along less known or recommended pathways. The chapters of this book take a novel approach to South East Asia’s search for growth and improvement. They do not begin by evaluating how far macro-level performances would take a particular country towards high-income status. Instead they provide original insights into actual cases of intermediate ways of achieving growth, upgrading and income improvement in non-privileged sectors. Such cases may hold more relevant lessons for the majority of developing countries than the experiences of highly developed economies.

Since the Second World War, surprisingly few developing countries have experienced a truly sustained episode of economic and social convergence towards the structural characteristics of the advanced nations. East Asia has exceeded most regions in its achievement of convergence, and much has been written on comparative industrialization and development in North East Asia. Less discussed is South East Asia and the surprising and inclusive transformation several of its countries has undergone. Development and Distribution focuses on South East Asia and, more specifically, on Malaysia, Indonesia, and Thailand. These three nations have all undergone a major transformation - in a way never anticipated - from being poor, agrarian countries to middle-income countries with developed industrial and manufacturing bases. How did Malaysia, Indonesia, and Thailand achieve such a transformation, and how did they achieve the transformation with a form of economic growth that was driven by structural transformation, but that was 'inclusive'? Given that historically it has been thought that structural transformation tends to push up inequality, whilst inclusive growth necessitates static or even falling inequality, this last point is particularly salient to developing countries. Understanding how the transformation was possible in a relatively small space of time, the extent to which it was inclusive, and the caveats and prospects for South East Asia is thus an area of enquiry significant to all developing countries as they seek economic and social transformation.
