This book examines the increasingly international division of labour, which promotes transnational integration. It analyses the change in worker solidarity as it moves from collective national welfare to a transnational inclusion of workers from various links in the production chain. Examining three types of welfare regimes within the USA, Germany, Denmark and Sweden, the author addresses how and why globalization is furthering the change from the welfare state to the competition state. The book considers in particular the change to solidarity taking place because of the internationalization of labour division; a change away from the segmented and differentiated system of nation states with strong internal national solidarity to broader, more inclusive and cross-border labour identity and inclusion. Analysing the deeper moral consequences of a globalised labour society, such as the paradigms of inclusion and justice, this book considers the implications of transnational labour on national welfare politics, and looks at the increasing significance of the transnational and national politics of inclusion in social policy, education, minority rights, immigration and gender equality. "The theoretical underpinnings of public international law have taken the sovereign status of the nation-state for granted since the beginning of the modern era. After centuries of evolution in legal and political thought, the state's definition as a bounded territorial unit has been strictly codified. The legal development of the nation-state was an ideological project informed by extra-legal considerations. Additionally, the ever-narrowing scope of the juridical idea of sovereignty functioned as a boundary mechanism instrumental in colonising Africa and other regions. While international law claims universal liberalism today, the current system based on sovereign nation-states represents not social inclusion but fierce and dangerous exclusion.The central thesis of this book is that the development of legal sovereignty was, rather than part of the modernist progress narrative, a historically contingent evolutionary regression. While other social systems such as economics and science became globalised, politics and law counterintuitively became more territorialised. It is argued that the nation-state today is not only anachronistic but is dangerously ill-equipped for facing international problems such as the climate crisis or global pandemics. From the Chinese Exclusion Act of 1882 to the Immigration Act of 1924 to Japanese American internment during World War II, the United States has a long history of anti-Asian policies. But Lon Kurashige demonstrates that despite widespread racism, Asian exclusion was not the product of an ongoing national consensus; it was a subject of fierce debate. This book complicates the exclusion story by examining the organized and well-funded opposition to discrimination that involved some of the most powerful public figures in American politics, business, religion, and academia. In recovering this opposition, Kurashige explains the rise and fall of exclusionist policies through an unstable and protracted political rivalry that began in the 1850s with the coming of Asian immigrants, extended to the age of exclusion from the 1880s until the 1960s, and since then has shaped the memory of past discrimination. In this first book-length analysis of both sides of the debate, Kurashige argues that exclusion-era policies were more than just enactments of racism; they were also catalysts for U.S.-Asian cooperation and the basis for the twenty-first century's tightly integrated Pacific world.

Questions of who can access land and who is excluded from it underlie many recent social and political conflicts in Southeast Asia. Powers of Exclusion examines the key processes through which shifts in land relations are taking place, notably state land allocation and provision of property rights, the dramatic expansion of areas zoned for conservation, booms in the production of export-oriented crops, the conversion of farmland to post-agrarian uses, “intimate” exclusions involving kin and co-villagers, and mobilizations around land framed in terms of identity and belonging. In case studies drawn from seven countries, the authors find that four “powers of exclusion”—regulation, the market, force and legitimation—have combined to shape land relations in new and often surprising ways. Land debates are often presented as a conflict between market-oriented land use with full private property rights on the one side, and equitable access, production for subsistence, and respect for custom on the other. The authors step back from these debates to point out that any productive use of land requires the exclusion of some potential users, and that most projects for transforming land relations are thus accompanied by painful dilemmas. Rather than counterposing “exclusion” to “inclusion,” the book argues that attention must be paid to who is excluded, how, why, and with what consequences. Powers of Exclusion is a path-breaking book that draws on insights from multiple disciplines to map out the new contours of struggles for land in Southeast Asia. The volume provides a framework for analyzing the dilemmas of land relations across the Global South and beyond.

When and why do powerful countries seek to enact major changes to international order, the broad set of rules that guide behavior in world politics? This question is particularly important today given the Trump administration's clear disregard for the reigning liberal international order in the United States. Across the globe, there is also uncertainty over what China might seek to replace that order with as it continues to amass power and influence. Together, these developments mean that what motivates great powers to shape and change order will remain at the forefront of debates over the future of world politics. Prior studies have focused on how the origins of international orders have been consensus-driven and inclusive. By contrast, Kyle M. Lascurettes argues in Orders of Exclusion that the propelling motivation for great power order building has typically been exclusionary. Dominant powers pursue fundamental changes to order when they perceive a major new threat on the horizon. Moreover, they do so for the purpose of targeting this perceived threat, be it another powerful state or a foreboding ideological movement. The goal of foundational rule writing in international relations, then, is blocking that threatening entity from amassing further influence, a motive Lascurettes illustrates at work across more than three hundred years of history. Far from falling outside of the bounds of traditional statecraft, order building is the continuation of power politics by other means.
