Besides massive race prejudice and the perceived vindictiveness of the radical Republicans, another factor that contributed strongly to the derailment of reconstruction after the Civil War was the conflicting decisions taken by the political leaders. Lincoln warned against differences between the friends of freedom, and to overcome these, took charge of the reconstruction of Louisiana and showed how it should be done by pitting benefits of enlightened free government against the prejudices of the populace. Unfortunately, his example was lost on his successor, Andrew Johnson, whose encouragement of Southern resistance to the North’s terms aggravated factionalism within the Republican party. The moderates dominated in the drafting of the Fourteenth Amendment, where they incorporated the statesmanlike principle of a benefit, self-government in exchange for Southerners protecting the rights of all their citizens, black and white. However, this statesmanlike bargain was practically abandoned in Congress’s response to the Southern states’ rejection of the Fourteenth Amendment, the Congressional Reconstructions Act. The fears of the moderates that the new state governments would not protect rights led them to propose universal suffrage, while the fears of the radicals that disloyal men would rule led them to provide for the disfranchisement of many ex-rebels and to hold any governments established, provisional only, subject to congressional change at will. As result the incentive for native white Southerners to participate in the new state governments in exchange for rights protection was drastically weakened. The consequences of this legislative "straight jacket" made it extremely difficult for Republicans in the defeated states to establish permanent political footholds. Some tried to hold onto power without attempting to cultivate native white support and lost their states for the Republicans. Three other leaders’ efforts to strike a balance between radicals and Democrats fell flat. Imprudent decisions of the Grant Administration shattered the attempts of three more states to establish a common ground with moderate Democrats. On the positive side, there was a leader in Virginia who figured out the kind of political arrangement necessary for Republicans to survive, and in Florida, a moderate Republican Governor, Ossian Bingley Hart, exercised real statesmanship to lead the most successful of all reconstruction governments. Statesmanship in reconstruction could have spared the South some severe hardships. Despite the vast change in public opinion on race relations over the last nearly 150 years, there are still lessons drawn from this study that can be applied to present day Civil Rights Policy.

Excerpt from National Reconstruction: A Study in Practice Politics and Statesmanship Many months ago, in response to a direct invitation from a source it would have been unpatriotic to disregard, I set up the framework of this book. It was accepted by those for whom it was prepared. In July of 1917, it became necessary to write the book. My membership of the Education Committee of the British Science Guild, and a life-long apprenticeship to organisation and administration of various types, may have been provoking causes; but to whatever accident the first contact was due, I could not turn from a suggestion which led me to a task so continuative of the activities and aims of a busy life, at a crisis in the history of a country to which I owe both my activities and my aims. I am painfully aware of many shortcomings in a performance which had to find fulfilment in months heavily taxed by routine duties and public work. But I do not wish my offering, such as it is, to lack one recommendation to which it certainly is entitled. Whatever is written is the fruit of forty years' studentship, in three widely differing provincial areas, of the practical politics here advocated, and of effective experience with many classes of men and most types of service in the United Kingdom, and, to a less extent of course, but still to a real extent, in more than one European country. This is the Book of Readings for Declaration Statesmanship. This course is unique. There is no other course like it available to the American high school student. It unites history, philosophy, and what we call 'civics' in a dynamic blend of narrative and argument. As much as possible it deploys original sources and fundamental texts, and the writing of the authors endeavors to match, as their capacities allowed, the thoughtfulness and elegance of the authors who inspired us. Declaration Statesmanship has been designed as a one semester (14 week) course in American Government or Civics for eleventh or twelfth grade students. The authors have tried throughout the course to direct the students' attention to the writings and documents of the time, many of which are quoted at length in the textbook, while others are contained in the accompanying Book of Readings. A Teacher's Manual, with lesson plans, detailed teacher strategies, comments on the text, quizzes and tests, is also available. The course has three principal parts. In the first, the text explores the ideals and principles that created this nation and are expressed in the Declaration. In doing this, we look at the philosophy and religious teaching that influenced the founders in their decision to break from Great Britain. Then we examine the Declaration in detail, and show how the Articles of Confederation and the Constitution established governments that attempted to fulfill its ideals. America's founding documents call for statesmen who can lead us in living up to the ideals of the Declaration. The second part of the course looks to how some of our greatest statesman were guided by these ideals in dealing with the difficult questions of slavery and civil rights. From before the founding there was a conflict between ideas of liberty and the fact of slavery, between a dedication to equality and a practice of oppression. In this part, we first look at how the founding generation addressed the problem of slavery already existing in the nation. We then consider how Abraham Lincoln defended their principles in the midst of a nation torn over whether to continue their policies. Finally, we review Reconstruction, Jim Crow, and the Civil Rights movement. We look atthe way neglect or attention to the principles of the Declaration influenced the course of American history through these struggles, and we discover the Declaration Statesmanship of Martin Luther King. America needs great statesmen, but it also needs a people capable of living as free men. In the third part, we use Alexis de Tocqueville's Democracy in America to look at what was peculiar to America that made our experiment in democracy so successful, and what is needed to maintain the freedom and self-rule we have inherited. The course presumes that the student has already completed a course in American history. Classroom discussions are very desirable with this material, but it can also be used in a home-school setting. Although written with students in mind, the course is an excellent resource for teachers, and a fascinating read for anyone who wants to improve their understanding of America.

The 1,800 copies of the first edition were quickly sold out, and as there was a continued demand for the book the question of a new edition had to be considered. Some of my critics, while giving unstinted praise to the work, expressed regret that I had not treated in it various important economic problems which have come to the forefront since the time when the book went to press. Others complained that I had not made use of the numerous and very valuable reports published by the British Board of Trade and the Ministry of Reconstruction, the majority of which, unfortunately, appeared too late for consideration and use. As they had urged me to make good these omissions should a new edition be called for, I reluctantly resolved to undertake the labour of expanding and improving the second edition in accordance with their wishes.
