In the past twenty years, the number of educational tests with high-stakes consequences—such as promotion to the next grade level or graduating from high school—has increased. At the same time, the difficulty of the tests has also increased. In Texas, a Latina state legislator introduced and lobbied for a bill that would take such factors as teacher recommendations, portfolios of student work, and grades into account for the students—usually students of color—who failed such tests. The bill was defeated. Using several types of ethnographic study (personal interviews, observations of the Legislature in action, news broadcasts, public documents from the Legislature and Texas Education Agency), Amanda Walker Johnson observed the struggle for the bill’s passage. Through recounting this experience, Objectifying Measures explores the relationship between the cultural production of scientific knowledge (of statistics in particular) and the often intuitive resistance to objectification of those adversely affected by the power of policies underwritten as "scientific."

In this book, Baez examines a series of governmental “technologies” that he believes strongly characterize our present. The technologies that he addresses in this book are information, statistics, databases, economy, and accountability. He offers arguments about the role these technologies play in contemporary politics. Specifically, Baez analyzes these technologies in terms of (the sometimes oppositional) rationalities for rendering reality thinkable, and, consequently, governable. These technologies bear on the field of education, but also exceed it. So, while issues in education frame many of the arguments in this book, the book’s also has usefulness to those outside of field of education. Specifically, Baez concludes that the governmental technologies listed above all are coopted by neoliberal rationalities rendering our lives thinkable and governable through an array of devices for the management of risk, using the model of the economy, and heavily investing in the uses of information, statistics, databases, and oversight mechanisms associated with accountability. Baez leaves readers with more questions than they might have had prior to reading the book, so that they may re-imagine their own present and future and thus their own forms of self-government.

In An Epidemic of Rumors, Jon D. Lee examines the human response to epidemics through the lens of the 2003 SARS epidemic. Societies usually respond to the eruption of disease by constructing stories, jokes, conspiracy theories, legends, and rumors, but these narratives are often more damaging than the diseases they reference. The information disseminated through them is often inaccurate, incorporating xenophobic explanations of the disease’s origins and questionable medical information about potential cures and treatment. Folklore studies brings important and useful perspectives to understanding cultural responses to the outbreak of disease. Through this etiological study Lee shows the similarities between the narratives of the SARS outbreak and the narratives of other contemporary disease outbreaks like AIDS and the H1N1 virus. His analysis suggests that these disease narratives do not spring up with new outbreaks or diseases but are in continuous circulation and are recycled opportunistically. Lee also explores whether this predictability of vernacular disease narratives presents the opportunity to create counter-narratives released systematically from the government or medical science to stymie the negative effects of the fearful rumors that so often inflame humanity. With potential for practical application to public health and health policy, An Epidemic of Rumors will be of interest to students and scholars of health, medicine, and folklore.

In this moving and thoughtful book, Kathleen Woodward explores the politics and poetics of the emotions, focusing on American culture since the 1960s. She argues that we are constrained in terms of gender, race, and age by our culture’s scripts for “emotional” behavior and that the accelerating impoverishment of interiority is a symptom of our increasingly media-saturated culture. She also shows how we can be empowered by stories that express our experience, revealing the value of our emotions as a crucial form of intelligence. Referring discreetly to her own experience, Woodward examines the interpenetration of social structures and subjectivity, considering how psychological emotions are social phenomena, with feminist anger, racial shame, old-age depression, and sympathy for non-human cyborgs (including robots) as key cases in point. In Always On, Naomi S. Baron reveals that online and mobile technologies--including instant messaging, cell phones, multitasking, Facebook, blogs, and wikis--are profoundly influencing how we read and write, speak and listen, but not in the ways we might suppose. Baron draws on a decade of research to provide an eye-opening look at language in an online and mobile world. She reveals for instance that email, IM, and text messaging have had surprisingly little impact on student writing. Electronic media has magnified the laid-back "whatever" attitude toward formal writing that young people everywhere have embraced, but it is not a cause of it. A more troubling trend, according to Baron, is the myriad ways in which we block incoming IMs, camouflage ourselves on Facebook, and use ring tones or caller ID to screen incoming calls on our mobile phones. Our ability to decide who to talk to, she argues, is likely to be among the most lasting influences that information technology has upon the ways we communicate with one another. The October 2008 Cultural Studies Review is a special issue focusing on cultures of panic, particularly recent examples of moral panic arising from issues of race, gender and sexuality. The diverse essays deal with 'men of Middle Eastern appearance', the trial of Private Kovko, the aftermath of Hurricane Katrina, the use of Ritalin, concerns around children and sexuality in Australia, and arts funding in the United States during the 'culture wars'. The moral panic has centrally to do with the behaviour of crowds, particularly the virtual crowds created by the mass media. It's a mechanism of expulsion, and thus at the same time of group solidarity. It's also a particularly powerful genre of the tabloid media: in its identification and shaming of deviant social groups it rigidly defines and reinforces moral norms, and is complicit with political strategies of consolidation and othering which create and depend on a sense of horror at refugees who wilfully throw their children overboard or push in to the front of the 'queue', at paedophiles grooming children over the internet, at drug-crazed criminals and bingeing teenagers... The challenge is to move beyond the realisation that moral panics are not rationally constructed to an analysis of the passional bases of the social order, and to an understanding of how our politics might deal with this without itself falling into the contagion of panic. The diverse collection of essays gathered together in this edition takes up that challenge.
