"The first data and statistics strategy for the Fund comes at a critical time. A fast-changing data landscape, new data needs for evolving surveillance priorities, and persisting data weaknesses across the membership pose challenges and opportunities for the Fund and its members. The challenges emerging from the digital revolution include an unprecedented amount of new data and measurement questions on growth, productivity, inflation, and welfare. Newly available granular and high-frequency (big) data offer the potential for more timely detection of vulnerabilities. In the wake of the crisis, Fund surveillance requires greater cross-country data comparability; staff and authorities face the complexity of integrating new data sources and closing data gaps, while working to address the weaknesses noted by the IEO Report (Behind the Scenes with Data at the IMF) in 2016. The overarching strategy is to move toward an ecosystem of data and statistics that enables the Fund and its members to better meet the evolving data needs in a digital world. It integrates Fund-wide work streams on data provision to the Fund for surveillance purposes, international statistical standards, capacity development, and data management under a common institutional objective. It seeks seamless access and sharing of data within the Fund, enabling cloud-based data dissemination to support data provision by member countries (e.g., the “global data commons”), closing data gaps with new sources including Big Data, and improving assessments of data adequacy for surveillance to help better prioritize capacity development. The Fund also will work with policymakers to understand the implications of the digital economy and digital data for the macroeconomic statistics, including new measures of welfare beyond GDP."

1 The Third International OPAALS Conference was an opportunity to explore and discuss digital ecosystem research issues as well as emerging and future trends in the field. The conference was organized by IPTI – Instituto de Pesquisas em Tecnologia e Inovação (www. ipti. org. br). IPTI is a member of the OPAALS Framework P- gramme 7 Network of Excellence, which is led by the London School of Economics and Political Science. OPAALS is a multi-disciplinary research network of excellence for developing the science and technology behind digital ecosystems. The conference was held within the scope of a broader EU–Brazil bilateral workshop hosted by IPTI in cooperation with the Brazilian government and the European Commission and designed to foster EU support of information and communications technologies (ICT) enablement and socio-economic development in Brazil. The event was held in the city of Aracajú, Sergipe, in the northeast of Brazil, during March 22–23, 2010. Aracajú is the capital of the state of Sergipe and is located on the coast, a tropical region with lush vegetation, rivers and mangroves and an e- nomic landscape dominated by fisheries, tourism and the challenges associated with fostering local economic development in the presence of low ICT penetration. Digital ecosystems (DEs) in some ways represent the next generation of ICT and Internet usage. Applicable to many contexts, they will perhaps have the greatest effect in enabling small and medium-sized enterprises (SMEs) to compete on the global stage.

After a half century of transformative economic progress that moved hundreds of millions of people out of poverty, countries in developing East Asia are facing an array of challenges to their future development. Slowed productivity growth, increased fragility of the global trading system,and rapid changes in technology are all threatening export-oriented, labor-intensive manufacturing—the region’s engine of growth. Significant global challenges—such as climate change and the COVID-19 pandemic—are exacerbating economic vulnerability. These developments raise questions about whether the region’s past model of development can continue to deliver rapid growth and poverty reduction.Against this background, The Innovation Imperative in Developing East Asia aims to deepen understanding of the role of innovation in future development. The report examines the state of innovation in the region and analyzes the main constraints that firms and countries face to innovating. It assesses current policies and institutions, and lays out an agenda for action to spur more innovation-led growth.A key finding of the report is that countries’ current innovation policies are not aligned with their capabilities and needs. Policies need to strengthen the capacity of firms to innovate and support technological diffusion rather than just invention. Policy makers also need to eliminate policy biases against innovation in services, a sector that is growing in economic importance. Moreover, countries need to strengthen key complementary factors for innovation, including firms’ managerial quality, workers’ skills, and finance for innovation.Countries in developing East Asia would also do well to deepen their tradition of international openness, which could foster openness in other parts of the world. Doing so would help sustain the flows of ideas, trade, investment, and people that facilitate the creation and diffusion of knowledge for innovation.
