The central argument of this book is that while central bank independence can contribute to stabilization, inflation-targeting monetary policy is quite powerless in promoting economic development. The basic message is simple: Policy makers should not strive to achieve price stability at any cost, as stability in product markets does not necessarily translate into economic development. The recent experience of Turkey is illuminating and other developing countries, in particular those using inflation targeting monetary policy framework, can draw useful lessons from this experience. Early chapters summarize the deregulation process from 1980 to 2001. The Turkish Central Bank is placed at the center of the analysis as monetary policies have a significant impact both on stability and development. Although the 1994 and 2001 financial crises have been extensively studied elsewhere, they are nevertheless summarized to underscore the importance of central bank independence. Later chapters investigate the impact of an independent central bank on stabilization and development from 2001 onwards. Upon visiting the Turkish Central Bank's website, readers are greeted with the following statement: "The primary objective of the Bank is to achieve and maintain price stability." By the end of this book the reader should be able to assess the relative merits of a monetary policy that focuses on price stability, versus an alternative where price stability is accompanied by other objectives targeting development, for instance, monitoring also unemployment rates, which would undermine its independence to some degree. The study aims to provide a perspective on the need for such an alternative in line also with the vision of some international agencies on development, such as the UNCTAD and the ILO. This is the first book-length study examining the financial reforms Turkey undertook in its path towards EU accession. This unique work will be of interest to economists and other experts in financial history, (de)regulation, institutional economics and economic development, as well as a broad range of scholars interested in the dramatic transformation of Turkey's economy and society in the 21st century.

The aim of this book is to conduct a critical survey of the main tools devised for the synthetic measurement of globalization processes. To this end, the first part of the book discusses the meaning of the concept considered, highlighting the different and often contradictory interpretations put forward in its regard in the literature. Subsequently analysed are the passages and issues that must be addressed when constructing an instrument intended to measure a social phenomenon of such complexity as globalization. Stressed in particular is that the researcher’s subjectivity is repeatedly involved in these passages, so that no instrument can have objective validity. Given these premises, the book presents the principal tools employed in attempts to measure globalization, starting with those whose unit of analysis is the state. In this regard, particular space is devoted to indexes which take a multidimensional approach to the concept of globalization. There follows a comparison among the results obtained using these indexes, and criticisms are made of the ways in which the latter have been constructed. A limitation, or if one wishes a paradox, concerning such tools is that they measure in relation to states a process which has as one of its principal features the fact that it extends beyond the confines of states. For this reason, the final chapter considers whether globalization can be measured with different units of analysis – in particular people and cities. The books concludes with discussion of the general limitations of globalization indexes.

Until the end of the early 1970s, from a history of economic thought perspective, the mainstream in economics was pluralist, but once neoclassical economics became totally dominant it claimed the mainstream as its own. Since then, alternative views and schools of economics increasingly became minorities in the discipline and were considered ‘heterodox’. This book is in honour of John Edward King who has an impressive publication record in the area of economic theory with specific interest in how economic thought in the past shapes current economic theory and enforces certain paths of economic policy and economic development. This book is divided into five themes based on King’s interests. The first theme looks at the challenge in trying to reclaim pluralism in economics. The second faces head-on the direct collision of mainstream economics with history of economic thought and heterodox economics. The third addresses classical economic ideas, their central influence in the past and how they can still primarily guide modern pluralist economics. The fourth examines Post Keynesian and Kaleckian economics with a view to providing a more coherent and extensive branch of heterodox economics. This text aims to provide a clear path for pluralism to serve the economics discipline as its standard bearer, and to no longer be merely a heterodox challenge to the mainstream. With globalisation comes an increase in the threat from systemic risk.
