Wie werden Themen zu öffentlich diskutierten Themen? Welche Strukturbedingungen und welche Deutungsmuster sind für eine Mobilisierung von Öffentlichkeit bedeutsam? Im ersten Teil dieses Buches wird ein theoretisches Modell öffentlicher Meinungsbildung entwickelt, das eine systemtheoretische Bestimmung von Öffentlichkeit als ein intermediäres System mit der Theorie sozialer Konfliktlinien verbindet. Dieses theoretische Modell wird dann am Beispiel des öffentlichen Diskurses über die IWF-Tagung in Berlin 1988 in Form einer Mehrebenenanalyse plausibilisiert. Dazu werden verschiedene empirische Analysen (quantivative Inhaltsanalyse der Medienberichterstattung, Auswertung von Bevölkerungsumfragen, Diskursanalyse von Flugblättern und parlamentarischen Protokollen u. a.) miteinander in Beziehung gesetzt.

Die Ökologie hat in den letzten Jahren verstärkt alle gesellschaft lichen Bereiche erfaßt und sich auch in einer Veränderung des ge sellschaftlichen Bewußtseins niedergeschlagen. Es ist in diesem Prozeß deutlich geworden, daß es sich bei der ökologischen Prob lematik um eine zu weiten Teilen von antagonistischen Interes senkollisionen bestimmte Wertediskussion handelt. Dies gilt in besonderer Weise auch für den Wissenschaftsbereich. Besonders zum Tragen kommt diese Tendenz in einer Politisierung der natur wissenschaftlich-technologischen Diskussion. Die Pädagogik hat die ökologische Frage mit gewissem Zeitverzug aufgegriffen. Eine theoretisch fundierte Integration in die Erzie hungswissenschaft existiert bisher nur in Ansätzen. Das Buch von Wolfgang Beer über "Ökologische Aktion und ökologisches Ler nen" ist als einer der ersten Versuche zu verstehen, den Zusam menhang von politischem Handeln und politischem Lernen theo retisch aufzuarbeiten und in seinen praktischen Auswirkungen auf politische Aktionen besonders im Rahmen von Bürgerinitia tiven und ökologischen Aktionsgruppen zu verdeutlichen. Ein wesentlicher Ansatzpunkt in der Analyse dieses Buches besteht in einer systematischen Aufarbeitung der Strukturen, Abläufe und politischen Lernprozesse von ökologisch orientierten Bürgerinitiati ven. Eine entscheidende Grundlage des Buches ist die Verbindung von politikwissenschaftlichen und erziehungswissenschaftlichen Fragestellungen. Intended as a planning and implementation aid for European political decision makers and organizers of projects that train and employ disadvantaged young people, this document consists of three sections. The first section systematically elaborates on major planning areas (objectives, pedagogy, integration into employment, staff qualifications, and funding) and includes flowcharts showing various planning stages. The second section consists of a description and analysis of existing innovative approaches to the training and employment of disadvantaged young people. Within that section, the following aspects of the European Community and the innovative approaches are discussed: (1) background information, such as labor market trends and the limits of government; (2) principal functions and basic structures of the innovative projects, including those used to motivate the disadvantaged youth; (3) pedagogical and didactic methods used; and (4) the importance of creating new jobs in which the youth can be employed. The third section contains the appropriate forms of goal-oriented training, the appropriate strategies for integrating the youth into local employment, a set of qualifications for the ideal staff, and the forms of support that are essential. The appendix contains a list of participants who provided the guide's information, project descriptions, and a list of organizational resources and contacts. (CML)
