Intended as a planning and implementation aid for European political decision makers and organizers of projects that train and employ disadvantaged young people, this document consists of three sections. The first section systematically elaborates on major planning areas (objectives, pedagogy, integration into employment, staff qualifications, and funding) and includes flowcharts showing various planning stages. The second section consists of a description and analysis of existing innovative approaches to the training and employment of disadvantaged young people. Within that section, the following aspects of the European Community and the innovative approaches are discussed: (1) background information, such as labor market trends and the limits of government; (2) principal functions and basic structures of the innovative projects, including those used to motivate the disadvantaged youth; (3) pedagogical and didactic methods used; and (4) the importance of creating new jobs in which the youth can be employed. The third section contains the appropriate forms of goal-oriented training, the appropriate strategies for integrating the youth into local employment, a set of qualifications for the ideal staff, and the forms of support that are essential. The appendix contains a list of participants who provided the guide's information, project descriptions, and a list of organizational resources and contacts. (CML)

Ever since the anti-globalisation protests in Seattle in 1999 the adoption of new information and communications technologies (ICTs) by social movement activists has offered the prospect for the development of global cyberprotest. The Internet with its transnational many-to-many communication facility offers a revolutionary potential for social movements to go online and circumvent the 'official' messages of political and commercial organisations and the traditional media, by speaking directly to the citizens of the world. Furthermore the use of electronic mail (e-mail), mailing lists, websites, electronic forums and other online applications provide powerful media tools for co-ordinating the activity of often physically dispersed movement actors. Moreover, ICTs may also contribute to the important function of social movements of shaping collective identity and countering the claims and arguments of established political interests. A growing body of literature during the last decades of the twentieth century attests to the significant impact SMs have had upon the restructuring of the political landscape. Most of that literature addresses the more traditional actors and institutions (e.g. parliaments, political parties, bureaucracy etc.). Less attention has been devoted to those manifestations of political action that are concentrated around social movements and all kinds of more or less institutionalised and sustainable forms of citizen mobilisation. This book is a collection of cases that take a critical look into the way ICTs are finding their way into the world of social movements

How plant and animal species conservation became part of urban planning in Berlin, and how the science of ecology contributed to this change. Although nature conservation has traditionally focused on the countryside, issues of biodiversity protection also appear on the political agendas of many cities. One of the emblematic examples of this now worldwide trend has been the German city of Berlin, where, since the 1970s, urban planning has been complemented by a systematic policy of “biotope protection”—at first only in the walled city island of West Berlin, but subsequently across the whole of the reunified capital. In Greening Berlin, Jens Lachmund uses the example of Berlin to examine the scientific and political dynamics that produced this change. After describing a tradition of urban greening in Berlin that began in the late nineteenth century, Lachmund details the practices of urban ecology and nature preservation that emerged in West Berlin after World War II and have continued in post-unification Berlin. He tells how ecologists and naturalists created an ecological understanding of urban space on which later nature-conservation policy was based. Lachmund argues that scientific change in ecology and the new politics of nature mutually shaped or “co-produced” each other under locally specific conditions in Berlin. He shows how the practices of ecologists coalesced with administrative practices to form an institutionally embedded and politically consequential “nature regime.” Lachmund's study sheds light not only on the changing place of nature in the modern city but also on the political use of science in environmental conflicts, showing the mutual formation of science, politics, and nature in an urban context.
