Excerpt from Statuts de la Province du Canada Passes dans la Vingt-Septieme Annee du Regne de Sa Majeste la Reine Victoria, Et dans la Premiere Session du Huitieme Parlement du Canada: Commencee Et Tenue a Quebec le Treizieme Jour d'Aout, en l'Annee de Notre Seigneur Mil Huit Cent Soixante-Et-Trois2. Il sera loisible au gouverneur en conseil d'autoriser la realisation, au moyen d'un emprunt sur le credit du fonds consolide du revenu de cette province, d'une somme n'excedant pas un million cinq cent mille piastres, qui sera portee au credit du dit fonds consolide du revenu, pour faire face aux sommes chargees au dit fonds par le present acte, pour les besoins du service public.3. Afin de realiser telle somme, comme susdit, il sera loisible au gouverneur en conseil d'autoriser la vente d'effets provinciaux ou l'emission de debentures, ou les deux ensemble, pour un montant n'excedant pas en totalite la somme en dernier lieu mentionnee; et tontes les debentures qui seront ainsi emises, pourront l'etre en la forme, pour les sommes distinctes, et au taux d'interet n'excedant pas cinq pour cent par annee, et le principal et les interets sur ces debentures pourront etre faits payables aux epoques et aux endroits que le gouverneur en conseil trouvera le plus expedient, les dits principal et interets etant par le present mis a la charge du dit fonds consolide du revenu de cette province.4. La somme de dix-huit mille piastres, affectee a la prison de Toronto, dans la cedule ci-annexee, sera prise sur le fonds de batisse du Haut Canada et portee a ce fonds; etLa somme de quinze mille cinq cents piastres, affectee dans la dite cedule a l'achevement de la prison de Quebec, sera prise sur le fonds de batisse et de jures pour le district de Quebec, et portee a ce fonds; etLa somme de quatre mille piastres, affectee dans la dite cedule a la reparation de la prison et cour de justice de Kamouraska, sera prise sur le fonds de batisse et de jures pour le district de Kamouraska, et portee au compte de ce fonds.5. Des comptes detailles de toutes les sommes d'argent prelevees, recues et payees, en vertu du present acte, et des effets provinciaux ou des debentures vendus ou emis sous son autorite, et des interets sur iceux, et du rachat de la totalite ou de partie d'iceux, et de toutes les depenses relatives au prelevement et an paiement des sommes d'argent a prelever, recues et payees sous l'autorite du present acte, seront soumis aux deux chambres de la legislature de cette province a chaque session d'icelle.6.
