Does the performance of your local government leave something to be desired? Maybe youre not satisfied with the services your government provides, or maybe the cost for these services is far too much. If so, take heart; you can do something about it. Steps to Local Government Reform is your step-by-step guide to undertaking reform on the local level. Public manager Allyn O. Lockner combines years of experience in the public sector to show how you, as a resident or an elected local official, can work with others to successfully implement change within your community. Lockner explains how to make numerous choices regarding the preparation for, and the study, planning, marketing, approval, implementation, and evaluation of reforms. He also shows you how to share these reform results with others. Using various criteria, comparisons, practices, analyses, and other studies aimed at local government performance, Lockner delves into the sometimes tricky world of enacting reform. He reveals how local government works and provides a map for maneuvering around bureaucratic roadblocks. In addition, he includes a comprehensive bibliography for research, an appendix of terms commonly used in the reform process, and guides to creating reform models that are likely to work. With this compendium, you can help resolve vital issues, improve your community, and live a better life.

Local government can be defined as a public entity acting as the sub-unit of a state or of a region, charged with the task of enforcing public policies. There have been many reforms of local government in recent years from the grassroots-led movement that took root in the 90’s to the overarching effects of globalization and decentralization. Local governments must adapt their practices in order to most effectively provide for their constituents. Theoretical Foundations and Discussions on the Reformation Process in Local Government addresses the effects of recent reforms in the political-administrative system of local governments and politics as well as future outlooks. It reviews the challenges, innovations, and lessons from local governments while providing theoretical perspectives on methods for positive reform. This book is a critical reference source for policy makers, government organizations, professionals, and actors in both local and international politics.

Seminar paper from the year 2007 in the subject Politics - Political Systems - Germany, grade: A, Ryerson University (Canada Toronto Ryerson University), course: Public Administration and Governance, 25 entries in the bibliography, language: English, abstract: While frontrunners like the United Kingdom (UK) under Thatcher, the United States under Reagan and the New Zealand began New Public Management (NPM) reforms in the 1980s, Germany's federal government level only showed movement toward modernization in the late 1990s, and efforts still have not gone far enough to be evaluated with confidence. The most notable government reforms were, undertaken by the local governments, which engaged in incremental reforms in the 1980s, and only began engaging in NPM after a ten-year delay in the 1990s, when the UK and other countries had started concentrating government reform efforts on engaging multi-stakeholder networks through local and public governance measures. Focusing on the local level of government I attempt to explain the puzzle as to why Germany was a decade behind in adopting NPM measures, and why the initiative to reform public management started primarily at the local level and remains mainly limited to the local level of government. Subsequently, the purpose of this paper is to illustrate to what extent local government reforms in Germany vary from those perused by the NPM pioneer, the UK. A focus will be on institutional and ideological particularities of the German NPM response, and detailed information about the NPM contents implemented in the Federal Republic will only be mentioned if they support comparative claims. Further, I will provide a broad assessment to what extent German reform feature can be ascribed directly to internation NPM influences. Relevant information about the UK, its governmental structure and reform efforts will be given. Moreover, the structure of the German government system, and local government reforms since the 1960s will be el

'Structural reform has been one of the most important, and yet one of the most neglected, aspects of modern local government. This book represents the first attempt, since the early seventies, at providing a comprehensive account of both the theory and practice of structural reform in local government in developed countries. Using recent policy experience from seven different countries, the authors present seminal theoretical perspectives on structural reforms in local governance and the policy implications deriving from them. Written by well-known scholars of local government from around the world, this volume is a "must-read" for all academics, practitioners, students and policymakers.' - Giorgio Brosio, University of Turin, Italy

"Good local governance" reflects the dual functions of local government. On the one hand, democratic regimes gain input legitimacy by responsiveness and by being inclusive towards the preferences of their citizens. On the other hand, they achieve output legitimacy by effectively delivering public goods and services. Their governance strategies follow three major paths - "decentralisation," "political administrative reforms" and "participatory reforms". But national contexts, actors, political culture and path dependency matter a lot. In this book continent-wide developments are compared by using relevant country studies. This comparative approach focuses on "developing countries" in Asia, Africa and Latin America, comparing and contrasting their experience with that of European countries
