Zunächst wird die Steuerhinterziehung im Allgemeinen betrachtet, also wie der Gesetzgeber Steuerhinterziehung überhaupt definiert, was die Voraussetzungen für eine erfolgreiche Steuerhinterziehung sind und welche strafrechtlichen Konsequenzen Steuerbetrüger erwarten. Als Nächstes wird versucht, zu verstehen, warum Steuerpflichtige zum Steuerhinterzieher werden und was die Hintergründe beziehungsweise Ursachen für Steuerhinterziehung sind. Danach wird aufgezeigt, welch bedeutende Ausmaße die Steuerhinterziehung in Deutschland bereits angenommen hat und welche Formen der Steuerhinterziehung überhaupt existieren. Anschließend wird thematisiert, welche Möglichkeiten die Finanzbehörden, der Steuerberater oder auch der Staat selbst hat, um Steuerhinterziehung zu vermeiden sowie eine Eigenforschung, mit Vorschlägen zur Eindämmung der Steuerhinterziehung. Am Schluss wird die Möglichkeit der Selbstanzeige dargestellt sowie eine Eigenforschung wie man die Selbstanzeige optimieren kann. Bereits seit Jahren versuchen Bürger, sich der auferlegten Steuerlast auf jegliche Art und Weise zu entledigen. Steuerhinterziehung bedroht einen Staat enorm, da durch das Steueraufkommen der Finanzbedarf der Länder im Wesentlichen gedeckt werden muss. Wenn immer mehr Steuerpflichtige anfangen Steuern zu hinterziehen, wird die Bundesrepublik Deutschland irgendwann nicht mehr in der Lage sein, den Finanzbedarf zu decken. Schätzungen zufolge entgehen den EU-Staaten jährlich rund 825 Milliarden durch Steuerhinterziehung, wobei Deutschland auf Platz 2 mit rund 125 Milliarden verkürzter Steuereinnahmen liegt. Das zeigt, dass in Deutschland Steuerhinterziehung ein relevantes Problem ist, welches es zu lösen gilt.

In this seminal work, Bernard Siegan traces the history of onstitutional protection for economic liberties in the United States. He argues that the law began to change with respect to economic liberties in the late 1930s. At that time, the Supreme Court abdicated much of its authority to protect property rights, and instead condoned the expansion of state power over private property. He explores the moral position behind capitalism and discusses why former communist countries flirting with decentralization and a free market (for instance, China, Cambodia, Vietnam, and Laos) have become more progressive and prosperous as a result.
