So wird als Verfassung im formellen Sinn der Vorrang des Grundgesetzes vor jeder anderen innerstaatlichen Rechtsnorm verstanden1. Inhaltlich lassen sich dagegen zwei Regelungsakte ausmachen: Staatsorganisationsrecht einerseits, materielle Gehalte andererseits2. Das Staatsorganisationsrecht befindet sich im deutschen Grundgesetz in den Art. 20 ff. Dort werden nach einigen allgemeinen Bestimmungen zunächst die obersten Organe konstituiert3. Anschließend finden sich die Regelungen über die drei Staatsfunktionen: Gesetzgebung4, Exekutive5 und Rechtsprechung6. Diese drei Gewalten werden oft sogar als institutionelle Grundlage einer voll entwickelten Rechtsordnung begriffen7. Wie steht es nun mit der internationalen Gemeinschaft? Lässt sich dort eine Art internationale Verfassung finden? Ein Teil der deutschen Staatsrechtslehre, für den der Verfassungsbegriff spezifisch mit dem Staat verbunden ist8, könnte die Frage nur verneinen. Einen Weltstaat gibt es nicht, und es wird ihn vo raussichtlich nie geben. Im Völkerrecht findet sich auch kein Dokument, das sich als die Verfassung der internationalen Gemeinschaft bezeichnen ließe9. Nun ändert aber dies nichts daran, dass sich im Völkerrecht verfassungsrechtliche Gehalte nachweisen lassen, und zwar mit zunehmender Tendenz10. It is now more than fifty years since the United Nations system and the Bretton Woods institutions were created. The world has changed since then, and so have its governance needs in terms of institutions and rules. It is time to think about the contours of institutions and governance that would meet the needs of the world economy, and also polity, at least for the first quarter of the twenty-first century. This book is among the first to examine the subject in depth. The study is divided into four parts. The first situates the subject in the wider context of globalization which has shaped development in the world economy, affected the living conditions of people, and constrained the role of nation states. The international context and the national setting are explored. The second part analyses some issues of emerging significance in the contemporary world, such as global macroeconomic management, transnational corporations, international capital flows, and cross-border movements of people, to suggest that there are some missing institutions which are needed. The third part provides a critical evaluation of the existing institutions, in retrospect, with a focus on the UN, the IMF, the World Bank, and the WTO. It analyses how existing rules need to be modified or existing institutions need to be restructured to meet the present and future needs of global governance. The fourth part explores some important elements of governance which are critical for any vision of the future. It suggests some changes in existing institutions and points to emerging governance needs where new institutions may have to be created. Scientific Study from the year 2018 in the subject Economics - Foreign Trade Theory, Trade Policy, grade: 2.1, University of Nigeria, course: ECONOMICS, language: English, abstract: This study however, empirically examined the impact of tariff rate on trade openness in Nigeria, relying on annual time series data spanning the period 1985-2016 and using the Engel-Granger two step co-integration test to establish the existence of a stable long run equilibrium relationship among the variables at a 5% level of significance The debate over the effect of tariffs on trade openness is relatively virgin in international trade literature The study employed the Ordinary Least Square (OLS) regression technique and the pairwise granger causality test to validate the nature of the relationship existing between trade openness and tariff rate in Nigeria. Sequel to the regression result, it is found that although tariff variable is statistically insignificant, it has a negative effect on the degree of openness. Similarly, the granger causality reveals a uni-directional causality existing between TOPEN and TARF running only from trade openness to the rate of tariff. The study therefore recommends that since TARF has proven to be an insignificant determinant of trade openness and is thus granger caused by the degree of openness, the government should leave tariff rate to be determined by the invisible hand of the free market-economy and not bother in fixing the tariff rate for the purpose of restricting the free flow of international trade.

American companies should purchase on the domestic markets to strengthen the manufacturing sector and create jobs. Added to this is Trump's aversion to free trade agreements which makes him a supporter of tariffs. These two points are in line with the development of US tariffs on imports. Looking at the steel and aluminum industry, the USA introduced Tariffs during the term of Donald Trump. The import tariff on aluminum currently equals 10 % and the tariff on steel 25 % of the goods value. However, the US is as well one of the main responsible states in the creation of the General Agreement on Tariffs and Trade (GATT) which provides free trade and has been a contracting party of the trade agreement since 1948 which in other words means since the very first hour. The question in this context is to what extent tariffs and the GATT are compatible with each other and how it is possible for a contracting party to the GATT to levy tariffs at all. [...]
