This volume aims to improve understanding of nuclear security and the prevention of nuclear terrorism. Nuclear terrorism is perceived as one of the most immediate and extreme threats to global security today. While the international community has made important progress in securing fissile material, there are still important steps to be made with nearly 2,000 metric tons of weapons-usable nuclear material spread around the globe. The volume addresses this complex phenomenon through an interdisciplinary approach: legal, criminal, technical, diplomatic, cultural, economic, and political. Despite this cross-disciplinary approach, however, the chapters are all linked by the overarching aim of enhancing knowledge of nuclear security and the prevention of nuclear terrorism. The volume aims to do this by investigating the different types of nuclear terrorism, and subsequently discussing the potential means to prevent these malicious acts. The spread of weapons of mass destruction poses one of the greatest threats to international peace and security in modern times--the specter of nuclear, chemical, and biological weapons looms over relations among many countries. The September 11 tragedy and other terrorist attacks have been painful warnings about gaps in nonproliferation policies and regimes, specifically with regard to nonstate actors. In this volume, experts in nonproliferation studies examine challenges faced by the international community and propose directions for national and international policy making and lawmaking. The first group of essays outlines the primary threats posed by WMD proliferation and terrorism. Essays in the second section analyze existing treaties and other normative regimes, including the Nuclear Non-Proliferation Treaty and the Chemical Weapons and Biological Weapons Conventions, and recommend ways to address the challenges to their effectiveness. The Department of Energy's National Nuclear Security Administration (DOE/NNSA) Fiscal Year 2019 Prevent, Counter, and Respond - A Strategic Plan to Reduce Global Nuclear Threats - Biennial Plan Summary (NPCR) describes DOE/NNSA's plans and programs to prevent the proliferation of nuclear weapons, counter the threat of nuclear terrorism, and respond to nuclear and radiological incidents around the world. The NPCR is a companion to the Stockpile Stewardship and Management Plan, which outlines DOE/NNSA's plans to ensure the safety, security, and effectiveness of the U.S. nuclear stockpile and to maintain the scientific and engineering tools, capabilities, and infrastructure that underpin the nuclear security enterprise. In keeping with our commitment to transparency, updated versions of these reports are published each year.The recently released Nuclear Posture Review (DoD 2018) reaffirmed the critical role of the nuclear deterrent in maintaining both U.S. national and global security, while also stressing the vital role of nuclear nonproliferation, counterproliferation, and counterterrorism. Maintaining a safe, secure, and effective U.S. nuclear stockpile and reducing global nuclear threats are closely related and mutually reinforcing priorities. The facilities and scientific knowledge that underpin stockpile stewardship, for example, are harnessed for a range of nonproliferation and counterterrorism missions, from assessing foreign weapons programs and potential terrorist devices to managing the potential proliferation risks associated with global civil nuclear development. Preventing the spread of nuclear weapons around the world yields considerable benefits for the U.S. nuclear posture. Limiting the number of nuclear-capable states and preventing terrorist access to materials and technology that can threaten the United States and its allies enhances global stability and constrains the range of potential threats facing the Nation. DOE/NNSA's plans and programs encompass both unilateral initiatives as well as cooperative efforts with partner nations, when appropriate. In both environments, DOE/NNSA provides the technical and policy expertise across the entire nuclear fuel cycle and nuclear weapons development spectrum in order to support diplomatic, informational, military, and economic actions to secure the United States and defend against weapons of mass destruction. The FY 2019 edition focuses on major changes in the threat environment and in DOE/NNSA's nuclear and radiological threat reduction programs. Fischer, who helped draft the original charter of the International Atomic Energy Agency (IAEA), provides a detailed historical account of current non-proliferation treaties and controls. He notes that originally the proliferation problem was how to permit the development of nuclear power (for cheap energy) without permitting countries to develop bombs; now the problem is how to prevent countries determined to build atomic bombs from acquiring the requisite technology. Many technologies (explosives, computers, nuclear energy) that are key to the development of nuclear weapons also have other legitimate applications. This volume examines the possibility of a world without nuclear weapons. It starts from the observation that, although nuclear deterrence has long been dominant in debates about war and peace, recent events show that ridicule and stigmatization of nuclear weapons and their possessors is on the rise. The idea of non-nuclear peace has been around since the beginning of the nuclear revolution, but it may be staging a return. The first part reconstructs the criticism of nuclear peace, both past and present, with a particular emphasis on technology. The second part focuses on the most revolutionary change since the beginning of the nuclear revolution, namely the Humanitarian Initiative and the resulting Nuclear Ban Treaty (2017), which allows imagining non-nuclear peace anew. The third and last part explores the practical and institutional prospects of a peace order without nuclear weapons. If non-nuclear peace advocates want to convince skeptics, they have to come up with practical solutions in the realm of global governance or world government.
