What are the key issues facing the makers of European cultural policy in the 2lst century? How is cultural policy at the metropolitan, national and European level addressing recent developments that are complicating the cultural and social realities of contemporary Europe? This volume contains the proceedings of the International Conference The Presidency of James Earl Carter Junior. Between Reformism, Pacifism and Human Rights, held in Rome on April 28, 2016, at the Institute Santa Maria in Aquiro, with the Senate of the Italian Republic patronage. Forty years after his election to the White House, it was deemed necessary to reflect on the political activity of a President little considered, until now, by the Italian historiography. The Carter Presidency, inspired since its inception by a predominant religious sentiment, was marked by a clear break with the past. Themes such as the respect for human rights, dialogue with the historic Soviet enemy, pacifism as a weapon of the Middle East problem resolution, industrial development through a sustainable approach were introduced right from the thirty-ninth occupant of the White House. At the presidential elections of 1980, which saw him clash with the Republican Ronald Reagan, Carter paid especially the failures of his reform and economic policy: the US economic difficulties and the significant increase in the unemployment rate were the main reasons that cost him his reelection. Reformism, pacifism, respect for human rights: concepts that would continue to inspire Carter’s policy, despite the defeat against Reagan.

Questo terzo volume di Storia della politica internazionale valuta l’evoluzione interna ai due blocchi “Est-Ovest” nel periodo 1957-2017. Vengono esaminate le alleanze, le unioni economico-sociali, gli impegni umanitari e la presenza all’interno dell’ONU. Emerge il ruolo esercitato dalle grandi potenze sia nel mondo liberal-democratico che in quello marx-lenin-maoista. Gli USA sono impegnati in un ciclopico sforzo nelle Americhe, in Europa, in Asia e anche in Africa sotto la guida di diversi presidenti fra i quali Kennedy, Nixon, Carter, Reagan, Bush, Clinton, Obama e Trump. L’esame del mondo comunista si sofferma sull’evoluzione sovietica fino alla dissoluzione dell’URSS; in questi decenni sono al centro della scena Krusciov, Breznev e Gorbaciov. Negli anni successivi la guida della Russia è assunta da Eltsin e da Putin. Un’attenzione specifica è riservata al lungo dopoguerra tedesco; la Germania, debellata, occupata e divisa persegue con tenacia la riunifcazione. Un rilievo particolare è riservato alla Cina durante gli anni di Mao Tsè-tung, Deng Xiaoping e Xi Jinping; sono esaminate anche la questione tibetana e il dissidio con Formosa. Un breve capitolo conclusivo è dedicato ai Paesi non allineati (PNA) e al loro attuale impegno politico. In questo quadro è avviato il processo integrativo del continente africano prima con l’Organizzazione dell’unità africana (OUA) e, in seguito, con l’Unione africana (UA).

Fino alle prime elezioni repubblicane, che con un risultato clamoroso e in parte inaspettato consegnano la guida del Paese alla Democrazia cristiana. Sullo sfondo, la firma del trattato di pace a Parigi, gli incentivi del Piano Marshall, il delinearsi della contrapposizione mondiale che prenderà il nome di guerra fredda. Montanelli e Cervi ci chiamano a ripercorrere un momento di forte fermento, animato da personaggi del calibro di De Gasperi, Togliatti, Nenni, Scelba, Pajetta, Umberto II di Savoia.
