Development analysts tend to give short shrift to the seemingly minor bureaucratic hitches faced by practitioners—those who design, manage, implement, and evaluate aid projects. Often critical of foreign aid either for its apparent ineffectiveness at alleviating poverty or its purported neocolonial implications, the academic literature rarely acknowledges the experiences and pressures faced by practitioners themselves as they implement aid-funded development projects—the meetings, paperwork, negotiations, site visits, financial transactions, logistical arrangements, interviews, program activities, and beneficiary interactions—that keep projects running. And yet the impact of aid projects, and indeed the impact of development itself, often grows out of the daily activities and personal interactions of development practitioners. Cette thèse interroge les cadres éthique et déontologique dans les processus de formations journalistiques à Kinshasa, en République démocratique du Congo. Elle se centre sur les années 2008 et 2010. Elle décrit, analyse et essaie de comprendre les manières dont les étudiants s'approprient ces cadres qui dessinent un cadre professionnel, interrogent les fondements journalistiques d'un point de vue politique et démocratique. Pour cela, elle considère les « représentations professionnelles » comme concept de base. Avec une méthodologie empirique de terrain dans un cadre systémique, cette thèse prend appui sur 61 entretiens semi-directifs et intègre une démarche qualitative, diachronique et comparative. Elle se focalise sur les étudiants de 3e graduat et de 2e licence de trois établissements universitaires différents. Il s'agit de l’Université catholique du Congo, de l’Institut facultaire des sciences de l’information et de la communication et de l’Université de Kinshasa Ces représentations qui ne sont ni statiques ni homogènes traduisent plusieurs compréhensions du journalisme. Elles mettent au jour différents modèles du journalisme. Au-delà, elles laissent transparaître un cadre identitaire par le biais du type de rapport au savoir entretenu par les étudiants rencontrés. Sur cette base, l’étude suggère plusieurs profils d’étudiants. Lesquels étudiants, mis dans le contexte de la pratique journalistique concrète, lors des stages ou des prestations occasionnelles, développent des stratégies diverses, devant la difficulté de mettre en oeuvre les normes apprises sur le champ des formations.
