Penerapan dengan metode COMBI pertama kali diterapkan selama wabah demam berdarah Ebola di Sudan selatan pada tahun 2004. Departemen Peringatan dan Respons Global WHO telah lama mengakui perlunya kerangka kerja perencanaan sistematis, dan Yambio memberikan kesempatan untuk menerapkan COMBI dan menilai kontribusinya. Pendekatan WHO COMBI berakar pada kursus komunikasi pemasaran terpadu untuk dampak perilaku dalam kesehatan dan pengembangan sosial dilakukan di Universitas New York (Amerika Serikat) oleh Everold Hosein. Di Indonesia telah mengembangkan metode pemberdayaan masyarakat dalam pengendalian Vektor DBD(PMPV-DBD) yang merupakan modifikasi PRA, PLA dan COMBI. Metode COMBI adalah model pendekatan dengan menekankan pada perubahan perilaku masyarakat yang terkait dengan social budaya, dan berdasarkan segmentasi kelompok sasaran. Kelebihan Metode COMBI adalah proses persiapan dalam perencanaan kegiatan didasarkan pada situasi dan kondisi social budaya termasuk perilaku masyarakat sehingga kegiatan yang dilakukan akan tepat dalam mengubah perilaku yang diharapkan.
