This book shows how one of the most powerful tools of security studies—strategic culture—illuminates the origins and implications of the Asia-Pacific region’s difficult issues, from the rise of China and the American pivot, to the shifting calculations of many other actors. Strategic culture sometimes challenges and always enriches prevailing neo-realist presumptions about the region. It provides a bridge between material and ideational explanations of state behavior and helps capture the tension between neoclassical realist and constructivist approaches. The case studies in this book survey the role of strategic culture in the behaviors of Australia, China, Japan, the Philippines, South Korea and the United States. Prime Minister Narendra Modi reiterated (Second Raisina Dialogue, New Delhi, on 17th January 2017)that the civilisational legacy of 'Realism, Co-existence, Cooperation and Partnership' moulded India's strategic vision. The above statement reflects India’s ambitious project to attain great power status, which has been a constant element in India's foreign and strategic policy since its independence. The quest for great power status is a shared belief and behaviour. Moreover, Prime Minister Modi has been continuing, at a fast pace, with the reforms initiated in 1991 by Prime Minister Narasimha Rao and pursued by his immediate predecessors. Can Germany and Japan do more militarily to uphold the international order? Since the end of World War II, Germany and Japan have been the most reluctant of all major U.S. allies to take on military responsibilities. Given their histories, this reluctance certainly is understandable. But because of their size and economic importance, Germany and Japan are the most important U.S. allies in Europe and in East Asia, respectively, and their long-term reluctance to share the defense burden has become a perennial source of frustration for Washington. The potential security roles of Germany and Japan are becoming increasingly important given the uncertainty, indeed volatility, of today's international environment. Under President Trump, friction among allies over burden-sharing is more intense than ever before. Meanwhile, the security environments in Europe and Asia have deteriorated because of the resurgence of a belligerent Russia under Vladimir Putin, the steady rise of an increasingly assertive China, and North Korea's worrisome acquisition of nuclear weapons. Partly in response to these developments, Germany and Japan in recent years have boosted their security efforts, mainly by increasing defense spending and taking on a somewhat broader range of military missions. Even so, because of their cultures of anti-militarism resistance remains strong in both countries to rebuilding the military and assuming more responsibility for sustaining regional or even global peace. With the Lisbon Treaty in place and the European Union increasingly involved in international crisis management and stabilization operations in places near and far, this volume revisits the trajectory of a European strategic culture. Specifically, it studies the usefulness of its application in a variety of circumstances, including the EU’s operations in Africa and the Balkans as well as joint operations with NATO and the United Nations. The contributors find that strategic culture is a useful tool to explain and understand the EU's civilian and military operations, not in the sense of a ‘cause’, but as a European normative framework of preferences and constraints. Accordingly, classical notions of strategic culture in the field of international security must be adapted to highlight the specific character of Europe's strategic culture, especially by taking the interaction with the United Nations and NATO into account. Though at variance over the extent to which security and defence missions have demonstrated or promoted a shared strategic culture in Europe, the authors reveal a growing sense that a cohesive strategic culture is critical in the EU’s ambition of being a global actor. Should Europe fail to nurture a shared strategic culture, its actions will be based much more on flexibility than on cohesion.
