How the United States and China can avoid future conflict and establish stable cooperative relations After forty years of largely cooperative Sino-U.S. relations, policymakers, politicians, and pundits on both sides of the Pacific see growing tensions between the United States and China. Some go so far as to predict a future of conflict, driven by the inevitable rivalry between an established and a rising power, and urge their leaders to prepare now for a future showdown. Others argue that the deep economic interdependence between the two countries and the many areas of shared interests will lead to more collaborative relations in the coming decades. In this book, James Steinberg and Michael O'Hanlon stake out a third, less deterministic position. They argue that there are powerful domestic and international factors, especially in the military and security realms, that could well push the bilateral relationship toward an arms race and confrontation, even though both sides will be far worse off if such a future comes to pass. They contend that this pessimistic scenario can be confidently avoided only if China and the United States adopt deliberate policies designed to address the security dilemma that besets the relationship between a rising and an established power. The authors propose a set of policy proposals to achieve a sustainable, relatively cooperative relationship between the two nations, based on the concept of providing mutual strategic reassurance in such key areas as nuclear weapons and missile defense, space and cyber operations, and military basing and deployments, while also demonstrating strategic resolve to protect vital national interests, including, in the case of the United States, its commitments to regional allies.

In China and Its Small Neighbors, Sung Chull Kim examines the political implications of the economic asymmetry between China and its small neighbors, part of wider changes in international relations brought about by the rise of China. While being critical of the current trend that focuses on the China-U.S. rivalry alone, Kim argues that a microanalysis of China's advances toward its neighbors is a guide to understanding the trajectory of China's expanding influence and transitions in world politics more broadly. Economic asymmetry—as seen in trade concentration, non-transparency, and reliance on bilateral aid—has made China's small neighbors vulnerable on the political front, thus generating potential threats to their sovereignty and independence. Because China has the upper hand in the bilateral relationships, these weak states practice dual-core hedging as a strategy for survival. They hedge on China for expected economic benefits and at the same time hedge against their powerful neighbor to mitigate the risks involved in that hedging-on. Each small state's mode of hedging depends on its degree of vulnerability and its availability of policy instruments such as multilateral institutions and bilateral partnerships with extra-regional powers.

For decades, the reigning scholarly wisdom about nuclear weapons policy has been that the United States only needs the ability to absorb an enemy nuclear attack and still be able to respond with a devastating counterattack. So long as the US, or any other nation, retains such an assured retaliation capability, no sane leader would intentionally launch a nuclear attack against it, and nuclear deterrence will hold. According to this theory, possessing more weapons than necessary for a second-strike capability is illogical. This argument is reasonable, but, when compared to the empirical record, it raises an important puzzle. Empirically, we see that the United States has always maintained a nuclear posture that is much more robust than a mere second-strike capability. In The Logic of American Nuclear Strategy, Matthew Kroenig challenges the conventional wisdom and explains why a robust nuclear posture, above and beyond a mere second-strike capability, contributes to a state's national security goals. In fact, when a state has a robust nuclear weapons force, such a capability reduces its expected costs in a war, provides it with bargaining leverage, and ultimately enhances nuclear deterrence. This book provides a novel theoretical explanation for why military nuclear advantages translate into geopolitical advantages. In so doing, it helps resolve one of the most-intractable puzzles in international security studies. Buoyed by an innovative thesis and a vast array of historical and quantitative evidence, The Logic of American Nuclear Strategy will force scholars to reconsider their basic assumptions about the logic of nuclear deterrence.
