Die sicherheitspolitische Strategiedebatte in der Schweiz im Übergang von den sechziger zu den siebziger Jahren ist gekennzeichnet durch den Wandel von militärisch verstandener Verteidigungspolitik zur umfassenden Sicherheitspolitik mit aktiver aussenpolitischer Komponente. Obwohl die Autoren der grundlegenden Konzeption der «Sicherheitspolitik 73» die Aussenpolitik als ein wichtiges sicherheitspolitisches Instrument definierten, wurden die Konsequenzen nicht gezogen. Ein Spannungsfeld zwischen Verharren in tradierten Handlungsmustern einerseits und zögerlichem Aufbruch in die internationale Sicherheitskooperation andererseits wird sichtbar. Diese historische Darstellung geht der Frage nach, warum das Bewusstsein für den strategischen Wert der Aussenpolitik als Mittel der Sicherheitspolitik fehlte. Dabei werden die Bedingungen der Ausgestaltung des strategischen Programms kleinstaatlicher Selbstbehauptung im Nuklearzeitalter analysiert. Das Buch leistet einen Beitrag zur zeitgeschichtlichen Forschung über die Entwicklung der Schweizer Sicherheitspolitik im Kalten Krieg.

This book examines the puzzle of why some states acquire nuclear weapons, whereas others refrain from trying to do so – or even renounce them. Based on the predominant theoretical thinking in International Relations it is often assumed that nuclear proliferation is inevitable, given the anarchic nature of the international system. Proliferation is thus often explained by vague references to states’ insecurity in an anarchic environment. Yet, elusive generalisations and grand, abstract theories inhibit a more profound and detailed knowledge of the very political processes that lead towards nuclearisation or its reversal. Drawing upon the philosophical and social-theoretical insights of American pragmatism, The Politics of Nuclear Non-Proliferation provides a theoretically innovative and practically useful framework for the analysis of states’ nuclear proliferation policies. Rather than reccounting a parsimonious, lean account of proliferation, the framework allows for the incorporation of multiple paradigms in order to depict the complex political contestation underlying states’ proliferation decisions. This pragmatist framework of analysis offers ways of overcoming long-standing metatheoretical gridlocks in the IR discipline and encourages scholars to reorient their efforts towards imminent "real-world" challenges. Great Britain was neutral Switzerland's main supplier of heavy weaponry during the early Cold War. Marco Wyss analyses this armaments relationship against the background of Anglo-Swiss relations between 1945 and 1958, and thereby assesses the role of arms transfers, neutrality and Britain, as well as the two countries' political, economic and military relations. By using multi-archival research, the author discovers "traits of specialness" in the Anglo-Swiss relationship, analyses the incentives for Berne's weapons purchases and London's arms sales, sheds new light on the Cold War arms transfer system and the motivations of the participating states, and questions the sustainability of neutrality during the East-West conflict, as well as Britain's role from a western neutral and small power perspective.
